If your character is an alpha, you can only fly Tech 1 and faction ships that belong to your starting "race", plus the Venture mining ship since it isn't race specific. In your case, as an alpha you can only fly Gallente ships.
I had a quick look at the current content packs being offered by CCP. If what I saw on CCP's web site is correct there are four different content packs, one for each race, Amarr, Caldari, Gallente and Minmatar.
The Gallente pack is the "Colonist" pack and is focused on "planetary interaction", an activity where you set up a facility on a planet surface and use it to produce materials needed to build advanced ships and equipment. As far as I know, alpha characters cannot train the skills needed for planetary interaction, so that pack would give you skillbooks and some equipment which you cannot use (you could sell them to other players inside the game), but you could use the ship and it's modules from that pack.
I don't think it's worth buying for an alpha, the ship you get in the Colonist pack is a basic cargo hauling ship that you can get for free inside the game by doing some simple missions for an Industrial career agent in any of the three Gallente starter systems.
The ships in all four of the content packs can be flown by an alpha character, provided the race of the ship matches the race of the character, but the packs also have skillbooks and items that only an Omega character can use, so I'd say the content packs are aimed at players who are new to the game and have already paid for an Omega account (no race restrictions to use ships) rather than intended for alpha characters.
Have you travelled to one of the three Gallente starter systems and completed any of the "career agent" mission sets there? There are three solar systems in each main empire which each have five special NPC agents who each offer a set of simple missions. Each agent focuses on a different activity and these agents give beginner level ships and some equipment to you as rewards when you complete their missions. The cargo ship in the Gallente Colonist pack is given as a reward by the Industry career agent in all three of the Gallente starter systems.
The content packs do offer a few other things, some special cosmetic clothing for your character (which almost no one will ever see or pay attention to) and some Aurum (a type of game currency that cannot be earned inside the game, you have to pay CCP real world money to get Aurum). There is an in-game store where you can spend the Aurum, but it's basically cosmetic fluff, you can't buy a ship or ship equipment with Aurum.
