I get that in high sec, police come after anyone who attacks you. In low sec they don't. But why are there different ratings rather than just high and low?

in low and null rats get harder, and you get better sites that pay out more the lower the number goes.
In HS concord takes longer to respond the lower the number |

It's also worth noting that if your security status is too low, concord will automatically come after you if you enter into a very high class system such as a 1.0 or 0.9.

everywhere: belt rats Highsec: anchoring restrictions, concord response times, asteroid types nullsec: site quality, asteroid types
I don't think lowsec has anything special for the smaller variations in sec except the belt rats, and considering the somewhat random nature of what belt rats spawn anywhere, and how bad an idea it is to do any kind of PVE in asteroid belts in lowsec, it's pretty much negligible. Back when mission agents had a quality stat, it was affected by the truesec of the system, but that had some effects on which agents were popular, so agent quality was done away with. Most of the other differences are based on the sec band rather than the true sec, or the differences are negligible.

There's a chart for how low your CONCORD standings are and being able to enter corresponding sec systems.
-2.0 can't enter highsec 1.0 without CONCORD -2.5 can't enter highsec 0.9 without CONCORD -3.0 can't enter 0.8 and so on.
When you are -5, your character becomes permanently flashy red to the entire game until your CONCORD rating goes above -4.9
There's a similar mechanic with faction police. Some players run too many of one kind of mission so they upset just the Amarr faction. I'm not as familiar with this but I think generally it's the same thing when your standings drop below -5 with any faction, you get their faction police chasing you around in their controlled regions.
Lowsec is still empire controlled space but without CONCORD. There's still gate guns, station guns and stuff. A real life parallel to lowsec would maybe be like a really bad neighborhood in a major city.

Someone showed me that picture before. Love it!
I've just ventured out to try mining in low sec, boy did I learn the hard way. Bunch of players operate a permit system there! Disrupted my warp so I couldn't run! Ha! All part of being new and still learning! :-) |

The permits are an extortion scheme. Don't pay them. They will still kill you and just laugh as they get your donation. Find out of the way systems where you're the only person in system and set up shop there. If someone else shows up in local, set d-scan to 5au and spam it every two seconds. As soon as you see ANYTHING, don't finish the cycle of your lasers, don't stop to think, warp out. |

This is not correct.
Concord ONLY responds to a criminal flag (red skull). Low sec/outlaw status will merely set the faction police after you. They're very different from CONCORD. Outside of a bug, triggering a Concord response is always guaranteed ship destruction. Faction police are powerful, but they can be escaped/avoided if you move through the area briskly.
Once upon a time, the faction police in Concord-owned systems were also Concord, which was an exception to the above. Not sure if that's still the case, however.

I think maybe the ISD is referring to Concord owned systems like Tar, though I'm not all that sure what the rules are for those systems, I was told when I was a -10 not to travel through them unless I was in something like an intie. |

I haven't personally verified it, but my understanding is that they look like Concord, but aren't the remote-shutdown-everything-and-instagib-you Concord of a Crimewatch response.
If you can escape them in anything, that would seem to be the case.

you wat?
CONCORD only activates when you commit a criminal act in hisec.
You can have -10.0 sec status and still enter hisec, it's FACTION POLICE that come after you.
The difference is FacPo can be avoided. CONCORD cannot.

They can cap you out and web you to zero. I've seen someone tank them with ASBs and get a friend to bump them back to the gate. Very funny to watch |

In High-sec CONCORD has a reaction time. Roughly like this:
1.0 GÇö 6-¦1 seconds. 0.9 GÇö 6-¦1 seconds. 0.8 GÇö 7-¦1 seconds. 0.7 GÇö 10-¦1 seconds. 0.6 GÇö 14-¦1 seconds. 0.5 GÇö 19-¦1 seconds.
(source: http://blog.beyondreality.se/TTK-CONCORD)
In low sec, the only defense is the gate guns and station guns. The lower the value the less dangerous those guns are.

I am fairly certain that system sec rating still figures into mission payouts. I know that they got rid of agent quality but I think that the system true sec still figures into the math for both mission rewards and LP payouts.
Rat bounties get better with lower sec status. Rat spawns get better with lower sec rating. Higher Class wormholes only have K space statics to low true sec systems.
It used to be that you could launch bombs in a 0.3 but not a 0.4. I checked to see if that was still the case and it just says that it's not allowed in empire. So either they changed it or the wording is wrong. |

Yes, lower sec agents payout better. Rats are bigger an nastier (and worth more) the lower you go.

lots of things depend on that number. as someone already pointed out, CONCORD response time depends on sec status. mission rewards depend on system sec status. I think the relationship of your security status to system security status determines if faction police attacks you. security status penalties, for podding especially, depend on system security status. you would be surprised, but system security status actually has many digits after the point. it is just rounded to 1 decimal. |

I'm pretty positive it does not any longer affect agent rewards. I remember when it was removed being bummed that there was no reason to mission in a quiet backwater system with a good agent, feeling like I had wasted my time finding a great agent. System sec used to be part of how they seeded the agent quality attribute, which was removed. Mission bounties are definitely not affected by system sec, that's for sure. I could be wrong about the agent rewards, I guess, maybe it's more a matter of the differences being minuscule since the removal of agent Q.
