The Test Server (Duality) is more or less a mirror image of the primary server (Tranquility).
So you will have to find things to shoot in much the same way you normally would.
How did you Veterans start?

There are systems on SiSi dedicated to various things. For example there is an FFA system and a 1 v 1 system. SiSi is different in that you aren't supposed to engage in non-consentual PvP. I am on my phone now so can't post links so you will have to look up more information on your own for now. |

Singularity is a testing server. It operates based on the needs of the developer. Its not a test server for players. It IS a test server for CCP to try out different features and patches. Players are invited to Singularity to add real world conditions to the testing grounds. Mirrors of TQ are done based on the needs of CCP and will fluctuate as the Devs need it.

What sort of NPC's do you want to shoot?
If you are looking for NPC rats to turn up in asteroid belts, that's not a very efficient way to find rats to shoot at.
You can fly to combat sites, just like on TQ. http://wiki.eveuniversity.org/Cosmic_Anomalies You can get security missions from NPC agents, just like on TQ. You can go into wormholes and find some Sleeper NPC's, just like on TQ. http://wiki.eveuniversity.org/Sleepers The test server also has incursions, just like on TQ. http://wiki.eveuniversity.org/Incursions
If you want to PVP with other players, there are two designated solar systems where you can attack other players and they can attack you without needing mutual agreement. Everywhere else on the test server, PVP is supposed to need mutual agreement before you shoot. Some players ignore the mutual agreement part outside the designated PVP systems on the test server, but you can report them to CCP for that (there is a thread in the Test Server Feedback forum for reporting problem players on the test server).
As ISD Max Trix said, the test server exists so that CCP staff can test things. CCP allows players to use the test server but we players are not the main users of the test server, CCP is. By letting regular players onto the test server, CCP gets feedback from players that is hopefully useful to CCP, but being able to use the test server as a regular player is a privilege given to us by CCP, it is not a right. |
