I have run 6 ship invention jobs now (4 hulk/2 vaga). All failed. This includes all skills at 4 for the hulks, use of covetor and the second best decrytor (1.1 to success chance - damm the 1.3's are expensive). Skills at 4/3 for the vaga with stabber and second best decrytors.
All jobs run at highsec NPC stations
Is this consistent with what other people have seen?

Are decryptors needed for invention as two increase, two decrease the chance of it working while one remains the same.

Get good succes with Stolen Formulas but it's around 300 Mil in Jita but the investissement make invention work better...

Yes this is quite normal. Statisticly one or two of the jobs should have succeded, but its not very unlikely that you get 0 succeses withso few runs.
Skill seems to count for just about nothing. (Bug?) So there isn't really much you can improve on, exept to pray for better luck and use x1.3 decryptors.

Ship invention in general by all accounts seems to have a far lower success rate than module invention, not least due to the fact that there are no ships with a high meta level that you could use to boost success chances, which helps considerably with modules.
Also, you should be aware that the 1.1 decryptor is not the second best to use for ship invention, as it gives only a base +1 to the number of runs on the resulting BPC. Since the base number of runs on invented Hulk BPCs is 0, or 1 if you use a max run Covetor BPC, with the 1.1 decryptor, even if successful, you will only get a 1-2 run BPC, which is likely to lose you money overall.
If you can't / don't want to use Stolen Formulas due to their high price, you're actually better off using the 0.4 decryptor, as it has a +9 to BPC runs. While the success rate will be even lower, if successful, you will get a 9-10-run BPC that way, which will pay for quite a few failed attempts.
Either way, ship invention is a pretty risky business unless you have deep enough pockets to pay for a statistically significant number of attempts.

Can we please have some understandable jargon by way of actual naming of various items, Ie:1.1 decryptor or 1.3. It would be much easier if people just said which items they actually use for best results etc.

How does that work? with each of the 3 skills to 5, you should only have a 13.25% chance. Am I using old numbers?

Here is the breakdown for what I have done so far with ship invention.
1 Cyclone BPC got me nothing 2 Rupture BPCs got me 1 Muninn BPCs 6 Stabber BPCs got me 2 Vagabond BPCs 1 Scythe BPC got me nothing 6 Rifter BPCs got me 3 Wolf BPCs and 1 Jaguar BPC 1 Breacher BPC got me nothing
So out of the 17 BPCs I have put up in the invention I have recieved 6 back. Of those six 2 are very valuable, one is valuable, and 4 are very good. I did all of these without any base items or decryptors, only data cores, at my corp POS. So as of right now I am running about 35% on the invention. Personally I think thats pretty good. Now to get ahold of some decryptors without paying an arm and a leg for em. ***** I've been set adrift is a sea full of idiots!

Okoral, These were single run BPCs?
with best decryptor you can expect 1/4-1/2 success rate and 5 run BPCs if you use max run BPCs.
with max run decryptor you can expect 1/12-1/6 success rate and 10 run BPCs per successful attempt.
The ranges span from unlucky to lucky and from low skills to max skills.

i have scored Zealot BPC 9 run me -8 pe -3 ; with omen + 3 run Omen BPC and decryptor for more runs. 1 atemp 1 suces
now looking at what u guys post i dont think try anymore :) I guess i burned mine luck on invention or something :)
Well will put 2 more in anyway

FAILURE??. Client froze as I was taking delivery of 2nd. attempt. Escaped and relogged. Took delivery again. Received message, "Sadly you were unable to produce anything of value in this job. Although you have a firm understanding of the basics of this job you were never close to a solution." BUT did receive an 11 run BPC for a Heavy Neutron Blaster Cannon II..used Test Documents, Science Skills and Encryption Methods are lvl3..Not sure messages are any more enlightening than Agent Babble.

Out of 130 ship invention jobs with skills 4/4/4 and a 0.4 (!!) decryptor i had 16 successes in total.
