I have lost count of how many of these I have found now...and only ONE of them has ever had anything to actually SHOOT in it. I cannot tell if they are broken from the start, or if it's simply that the structures you need to shoot to despawn them require SO much travel (over 250km from the gate) to get to that people are not bothering.
Please have a look at this...it's getting very annoying nad is starting to put me off exploration altogether... ---

I've never had an exploration site I found not despawn after i was done with it.

There's still a few gravimetric roid sites that seem to stick around past their uses, but that's all I've seen since the fix patch. The complex sites all seem to be doing what they should be doing.
My guess is the OP is right and people aren't taking the time to finish them. Complaining about how far away the structure is from the gate is kind of a funny though considering all the wait around time you do just to find the site in the first place.

Regarding gravimetric sites, sometimes the last couple of asteroids are on a different grid than the site itself, so one could clear out all the 'roids they found and there would still be a few on a different grid. <sig> IBTL! Sometimes exploration probes drop you 1 grid away from the site's signiature. In some cases this is close enough to spawn the site, but you're left one grid away from it.

It's mainly "unknowns"...Guristas Lookout seems to be the worst culprit ---

quite a number of the unknown complexes do not have anything to shoot in them on initial spawn...the complex must be triggered by some action, sometimes all it takes is flying near a certain structure, in some i believe you have to shoot a building or open a can.
if there is even ONE trigger left untriggered, the complex will not despawn.

Guristas Lookout you shoot the experimental weapons tower (or something like that) and it will either escalate for you or not at that point. Either way, the site will despawn sometime between when you leave up until an hour afterwards.
It's a bit of a hike from the first gate to the second. And then again from the second gate to the tower. But like I said, it's not more than the time spent probing it down.
I'm guessing that it's just a matter of people not finishing these sites. Or more likely, not even looking for them in the first place. People multispectral out a an Unknown site and they move on to the next system. People want radar sites.
Considering this particular Unknown type encounter can net you a module that usually auctions for about 50mil, I don't understand why people pass it up.
