I was sliding my way through the market forums yesterday (which i dont do very often) and saw people advertising accounts for sale. (for ISK) I presume that its legal being on eve-online.com, and i'm interested in an account, but is there a safe way to trade? I'd be a bit upset if i handed over my seveal billion isk and never saw a username and password. And also, if this did happen, would ccp step in and retrieve my money?
If anyone has experience with this, i would appreciate your take.

Characters may be traded for isk. accounts can never be traded, period. account always belongs to orginal owner.
how to prevent trouble: send lots of evemails, lots of comfirmations. use the character transfer system in the website. pay the $20 bucks. if you get screwed, petition. GMs treat this stuff seriously.

Like the above said,
Just make sure when you are buying a character you send an evemail saying you are buying xx character and want it sending to xx account for xx ISK. Then get the other person to send one back saying they are selling it.
Friend got scammed yesterday buying a character, petetioned it and got his ISK back within 20minutes.

ya it is pretty safe start it on the wts/wtb fourm then also eve-mail and make sure all details of the trade are there in the mails
the seller of the char has to pay the tranfer fee also
see the rules CCP does watch this close

You can buy a character though, Things to comfirm via eve-mail when buying a character is skillpoints and if you are buying a character in 0.0, make sure it has a jumpclone in empire, and get them to confirm this via evemail. People HAVE lost millions of SP buying characters stuck in stations in the middle of noware, stations that prevent them re-docking due to standings. --

No Guarentee's you have access to cloning bays to do that. So its a risk you have to clarify before you commit. --

My best advice would be to look for someone that has sold a character before (will generally have a reference to a previous sale in the topic). The people that sell characters regularly will leave you an up-to-date clone in safe empire space with no kill rights, a positive security status (above -1.9), and perhaps even implants. In these situations, it's as much in their interest to sell you the character properly as it is to buy the character from them.
When I sold an alt character last year, I first got the buyer to EVE-Mail me saying 'Buying xxx Character for xxx ISK, transfer to xxx Account. Money sent'. I then sent an EVE-Mail reciept saying 'Money recieved, transfer in progress, please mail me when you recieve the character'... And so on... If you do this and you don't get anything out of it, you should get reimbursed by CCP.
