If you tell them. That's about it.
Metagaming ftw.

I've seen some players use some remarkable detective work in tracking down someone's ALT and connecting them to their main (as was done for the infamous freighter gank). Note they had no inside info, just used their head and put various pieces together to find out.
Also some corps will require a screen pic of your login page before allowing you to join. At least some used to.
Other than thought though generally ALTs are anonymous.

This isn't generally a useful tactic though, because who really plays Eve with only one account? (That had a touch of sarcasm and hyperbole, I know many people do only have one account)
Alts are a part of Eve, everyone has at least three character slots. I'm technically an alt of an alt of an alt of an alt of an alt of an alt though much of that was serial alting, not in parallel.
Generally I only ask new people if they have played Eve before, and I don't ask them to give specifics because there really is little point in asking.
I think it takes too much time to track down alts, really, unless you are into really detective work.
On the other hand, I'm sure there are plenty of people for whom it is the preferred way to pvp in Eve.

I suppose if you have mutual friends and other contacts you can ask about, and compare employment history and such, but you have to have somewhere to start, and it can be alot of detective work.
But there's no game mechanic to allow you to find out alts. Plus many alts are on different accounts, so even if there was...

25 mil to anyone that can track down any of my alts. Simply send them a mail and I'll gladly send you 25 mil*.
Limited to the first 4 correct responses. Because you'll be all I need to track any player and their alts IG. Better than using Locater Agents if you ask me.

Doubt 25 mil is worth the effort.
That people have done some clever detective work and found the main of an ALT is without question but it is a lot of work and by no means a done deal. The guys who did the freighter gank described the effort to track down that main from an ALT that had offended them. IIRC was several days to a week worth of detective work.
It is not easy and by no means a sure thing even then.
