The memo, which appears to have been written to Mentas Blaque, Director of the FIO's Special Department of Internal Investigations - more commonly known as the Black Eagles - details suspicions from the unnamed author that the events in Oijanen and Postouvin may be linked, and that an outbreak of the Kyonoke plague may be to blame for the loss of communication with the Hemorphite processing facility in orbit of the system's fourth planet.
While the memo was heavily censored, removing any specific names, the date on which it was filed - February 13th - appears to have been deliberately retained in the leaked copy, the same day that contact was lost with the RP4 facility.
Critics of President Roden's administration have been swift to remark on the withholding of information that was contained in the memo, with some suggesting that the Federal Intelligence Office could be blamed for any loss of life that occurs on board the RP4 installation.
The President's Office of Press has declined to comment on the contents of the memo, however the Senate has confirmed that secure channels of communication with RP4 have been re-established, and that while the installation remains isolated from the outside world, testing has confirmed the presence of the Kyonoke Plague among the general population of eight million who were sealed inside after the lockdown.
In the last half hour, Astral Mining has released a statement in response to words from the Senate via Commander Audere Esmoreures, Regional Security Chief for Solitude that confirms "Astral Mining continues to put the safety and wellbeing of its employees above all else, and is co-operating with the Federal Government to ensure that the situation remains under control."
As a closing remark, Commander Esmoreures noted that a full quarantine cordon has been issued for the RP4 facility, and that the Federal Marines and Federation Navy have deployed to ensure the location remains secure.
I expect no one will try to interfere with the quarantine cordon and that the perpetrators will be tracked down and punished. Blaque do your job.

You know, there's that fleeting hope every time I wake up that there will be less problems with our cluster, Evi. Much like with this outbreak. It's deadly, it's scary, and if our government heads tackle it in the usual way our governments cooperate, we'll die out (hopefully not).
Am I being pessimistic now?

The issue, Mr. Lanate, isn't that they knew about it, but that they knew about it for days and didn't confirm it until someone leaked the news to the press.
One must wonder: would the Black Eagles have told the public at all, if given the opportunity to conceal this?

And we're still waiting for confirmation on the Muttokon II orbital platform, and that was the first reported quarantine. I can guarantee there'll be heads rolling if this kind of mishandling is going on there as well. That planet has a whole lot of blood kin on it throughout our space and that's not something we tend to take lightly. |

To be honest, Ms. Del'thul, I suspect the issue here is that the State naturally has the most experience with and knowledge of the Pathogen, but the Federation has, uh, acquired some of that out of fear that the State might use a Kyonoke-derived bioweapon. I would suspect that the Republic and Empire are a bit behind.
That said, I do very much wonder about the status of the quarantine on the Genolution station, considering Genolution's biotech knowledge and ties to medical equipment producer X-Sense.

Somehow I doubt they'll willingly release the full memo, and whoever did leak it clearly only wanted certain information to be known. |

Given that as utterly uninvolved capsuleers we were speculating as to it possibly being Kyonoke the second the first quarantine happened, and we had no information at all about any symptoms, you are very heavily reaching for a conspiracy here. A basic set of symptoms described would cause the suspicion very easily without being able to confirm it till several days later. And given we aren't a need to know agency there was no need for them to release any information to us. |

Baseless Galnet speculation by capsuleers isn't the same as a memo sent to Mentas Blaque.
The only conspiracy I suggested was that whoever leaked the memo had a specific goal in mind, and that it wasn't informing the public. |
