This announcement covers the auctioning off of orbital infrastructure in the Lirsautton System.
The auction will take place between 0:01 EVE time on thursday the 23th and will end on friday 0:01 EVE time 2017.02.24. Please join the following public mailing lists if you are willing to take part in or want to observe the auction.
Lirsautton - III Lirsautton - IV Lirsautton - V Lirsautton - VI Lirsautton - VIII
Starting bid is 200 million ISK and covers opportunity cost. Bidding increments are 5% of base price, meaning 10 million ISK. Anti-sniping rule: Last bid will extend the auction time using the bids timestamp + 5 minutes as new limit.
Do not use this forum or private evemails to place bids.

Lirsautton III Temperate Planet
"Chakaux" is a maritime world with many small mountainous continents and island chains. The relatively short orbit period leads to an overall mellow, cool climate with no extreme seasons. The population is majority Jin-Mei, descendants from inner-system colonization attempts, and resides mostly in urban population centres resulting in highly vertical citiplexes. Beside several brands of mineral water popular in Ysiette and beyond, Lirsautton IIIs large scale exports expected through capsuleer customs include but are not limited to insulating and isolation textiles, certifying to CreoDron QA levels in their latest line of domestic serving drones, as well as some civilian modifications of autonomous aerial vehicles for firefighting and S&R missions.
Lirsautton IV Barren Planet
A mineral rich planet showing a topography not dissimilar to Lirsautton III, but with a complete lack of sizeable surface water. Combined with more severe seasons and harsh daily temperature variations owed to its thin atmosphere, Lirsautton IV is not colonized beyond local resource exploitation arcologies, and shows no indigenous life more complex than small clusters of cells. Prokaryotic micro-organisms comprise most of the planets still sizeable biomass. Deposits with meaningful content of precious metals, mostly silver and palladium, are found in the equatorial belt as minerals with high sulfur content.
Lirsautton V Temperate Planet
'Chandeille' is the ancestral homeworld of the Jin-Mei and a temperate planet, with long and above all very warm seasons, ideal for developing a strong agricultural focus. This focus is prominent to this day, as cultural impact on the federation is highly dependent on the quality and variation of Jin-Mei homeworld cuisine. Many key ingredients are still only procureable via Lirsautton V, and are either not possible to produce outside of Chandeille's unique climate, or have been protected by federal regulation as 'unique origin' and can only be acquired elsewhere through black markets. Chandeille is often referred to as the prime example in federal conservationist groups on how to both protect natural and cultural heritage while taking part in contemporary high-technology life. Prime exports of interest to capsuleers and high-technology applications are not dissimilar to Lirsaitton III, although the main industrial focus lies to a high degree on the myriad of different spices and high-quality produce. Influence can arguably be best leveraged in these fields. Any exploitative procurement of resources is forbidden by local and federal law, and while extraterritorial capsuleer status can circumvent some of these federal statutes, the past owners have held these regulations firmly in place and consequently enjoyed a strong and beneficial relation with planetside producers. A new contractor could possibly build upon these.
Lirsautton VI Temperate Planet
This temperate planet was fully terraformed by Jin-Mei colonization attempts, but after a sequence of disastrous events destroyed public trust in a colonization program, never fully settled. These days the low population mostly consists of exiles and fugitives, with no central govermental control or infrastructural development, and its society can best be described as primitive and tribal. Contact with sanctioned industrial arcologies is scarce but conflict is not unheard of, mostly being resolved by non-violent solutions. The industrialized section of the planets surface is roughly 2% of non-ocean territory, leaving a very attractive situation for new projects, as competition is scarce for Lirsautton VI's untapped resources. Past entrepreneurs have attempted to seed areas of the planet with copies of species originating from Chandeille to circumvent federal protectionist decrees regarding highly prized luxury goods. After a few decades of tax and fine dodging most of these operations are shut down, but the vast and underdeveloped nature of this planet still affords plenty of opportunity to fly under the radar, leading to minor but still significant criminal activity.
Lirsautton VIII Oceanic Planet
99.3% of Lirsautton VIII is covered by a saltwater ocean under a thick atmosphere, leading to a very warm average temperature despite the increased distance from Lirsautton's star. Most of the planets population resides in Gallente-style underwater cities. Besides minor ocean floor resource excavation projects, the planet offers sights and activities for tourists from all over the constellation, not just limited to the wealthiest. Jin-Mei knowledge of agriculture was successfully transformed into aquaculture projects, turning Lirsautton VIII into one of the rising stars in this particular market in Everyshore. It is also the only planet on which aquatic species have been legally settled from Chandeille, mostly owed to the large federal demand on choice items and the resulting price increase on the homeworld, endangering the affordability of traditional nutrition especially to the less wealthy slices of Jin-Mei society. As artificially increasing the yields on Chandeille by less enviromentally neutral farming methods was not on the table, The subsequent increase in aquatic produce has successfully avoided this issue. |

That infrastructure was being utilized for the sole purpose of helping the Jin-Mei people recover from a lengthy and brutal civil war; one which Sanxing was instrumental in bringing to ceasefire. I suppose that, from your statements on just how little you care about actual human life, it matters little to you.

With apologies to Ms. Yuan, for jumping the gun on an explanation:
Basic understanding of capsuleer finance practices should tell you that you have none whatsoever. Even a full audit of MITG records by a second or third party wouldn't suffice. In fact, I anticipate some member corporations will be bidding right along with outsiders, paying into the alliance's war fund to buy ownership rights off the alliance -- there's considerable interest.
On the other hand, in an auction of this style, there is no reason for anyone to bid more than they believe the customs offices to be worth, or for MITG to be shy about the minimum price it considers worthwhile -- you might notice the phrase 'starting bid,' up above.
Bullets have a beauty and I don't know why.

Miss Avala's point ought to be answered, though. It is pertinent and timely. I would imagine that part of the answer would lie in the danger that inflating the price would lumber Miss Yuan with infrastructure that she's keen to part with. She wants a sale, I would think.

These auctions are public. Should suspicious bidding occur we will step in when it happens. If interested parties want to use a neutral entity to own these structures and are concerned about being flagged as suspicious a message to myself with the relevant details could be appropriate and will be treated as confidential. Sadly I can not offer a guarantee, just my word to step in if it happens. Should significant problems arise an alternative solution to this way of auctioning will be found. Our own financial interests are covered by the starting bids.
We are also aware that there is a mistake in the welcome message of the mailing lists, stating a 10% bidding increment. This is not correct and will be fixed over the course of this day. The numbers are, as it stands, 5% of starting bid. My sincerest apologies for this oversight. |

Meanwhile people die who relied on that infrastructure and New Eden carries on.
