Under mechanic, war targets would become open for engagement in HS/LS if they were in range* of attacking corp's office(s).
*Range Guidelines: NPC Station Office Rental: Allows attack of war targets in system Upwell Citadel Office Rental: Allows attack of war targets within 3 jumps of office
This may drive wardec corps to be priced out of NPC stations near trade hubs, pushing them to strike deals or set up their own citadels for office rentals.

This would achieve the opposite of your stated goals. The Wardec corps already drop enough isk a week to not care about office costs, while actual corps that use the wardec system for real goals would be hamstrung by this. |

There are enough artificial barriers to play the game as an aggressor already. I shouldn't need to rent an office somewhere just to shoot your structure, an office you can game to be prohibitively expensive.

Not only that but beside price shenanigan, this actually generate nothing in the relationship caused by wars. It's not like you can go see the owner of the NPC station and try to force him one way or another to evict the renting wardec corp from that office. |

While I think wardec mechanics could use some work. This is just needlessly adding extra hoops to jump through. And would only serve to inconvenience smaller groups while doing next to nothing against larger ones |

You can't challenge or blow up a corp office though.
It would be simpler just to require both parties to have a citadel in that region in order to sustain a wardec limited to that region.
CCP then has a free hand to add in lots of economic benefits or bonuses for owning a citadel as well as lots of fees and higher taxes for operating out of npc stations. |

So just move my corp HQ out to somewhere in Syndicate or someplace inconvenient and I'm basically wardec proof. Gotcha. What it really does is disincentivizes using offices. You'd NEVER want an office where you live because then you'd be more vulnerable to wardec.
My stance on the wardec system is that the only changes needed are to give defender corps the tools to feel confident in fighting. No changes on who can do what or at what cost. Defending in wardec was always some of the most fun I've had in EVE. But we were smart enough to not suck.

But this is just a clusterfuck over the current mechanic meaning I can be literally borderline immune to wardecs as long as I base off some remote system at the ass-end of high-sec. This in no way increase interaction between the parties at war. It's just another checkbox on the list wardeccers have to check with added cost. All it does is once again increase the cost of wardecs (in an indirect way this time) while changing nothing in the actual game play of wardecs. This will lead to even bigger alliance and/or more Jita/Amarr/Dodixie/Rens/Hek camping. This is literally the very opposite to what should be pushed for.
Wardecs change will absolutely need to take into account player behavior and their though process. Why are the wars being declared? Why do people drop corp? Why do they stay docked? Why are some defending while other absolutely want nothing to do with it? Would anything motivate more defenders to defend instead of avoiding/hiding?
The whole system will suck as long as nothing is done to make both side worthwhile to play. The attacker will get what he's looking for as soon as the defender is motivated to participate. Fights will happen and stuff will go boom. You don't really need to change much for him. The defender on the other end currently has absolutely no effective reasons to even undock in MANY cases. That's what need to change. Adding fees in direct or indirect way does not help that. Same for limitation on top of what is already there. |
