short answer NO.
Never going to happen, CCP got burnt with the response to Failcana and have moved on to other things. The Spaceship Barbies keep these threads happening at least once a month and the answer is still NO.
Why a switch on/off?
Because the new animation doesn't add anything to gameplay and it's graphically annoying.
In other words, it's worse than bad: it's useless.

If you can come up with a meaningful gameplay reason this would be of use, then it might happen. Otherwise not a chance.
And so far no-one has come up with meaningful gameplay that would actually see significant use, and isn't just a more tedious way to do something existing. |

Much as I would like to see it happen. It's unlikely. First it doesn't add any real game content. Unless they at some point use it as a bridge to some other sort of game play (like combining it with a FPS) But that would require a complete overhaul of the entire system. Since the current engine used would not be even remotely capable of handling that... and from rumors Ive heard was one of the major problems with things from the ground up. Really pretty but not actually capable of handling multiple avatars in any meaningful way.
CCP has always pushed boundaries and dreamed big. Problem is that more often than not those dreams end up falling short either from lack of funding, or than pushing ahead before the technology was really ready for it. |

You could run WiS in a different engine. Lets say when a player wants to leave captians quarter, he needs to go through a decontamination chamber for 1-2min. A pretty animation masks the loading bar, like when jumping through a stargate. In the background, the WiS application loads. It can use Unreal 4 or a similar engine. |

Nobody knows for sure if CCP actually trashed WiS or if they're just keeping it on the back burner. Over the years that whole project has been on, then off, then on again, then off again, etc..
The current game engine will only allow a couple of Avatars to work together on screen before crashing. That was proved when CCP tried to incorporate Avatar game play into running Dungeon type exploration sites. To actually incorporate Avatar / WiS content into the game, CCP would have to switch to a different game engine, possibly even add another server just for that content.
Despite what others may say, CCP has received lot's of game content ideas from the playerbase in various WiS threads posted in the past. And I'm not talking about dancing and doing emotes. I'm talking about everything from 3rd person view 1v1 / gang arena style matches to 1st person view Assassinations to Thievery of other players assets via breaking and entering into their Captains Quarters.
Eventually competition from other games will incite CCP to revisit that content in the future. When that happens, hopefully they'll find a way to make it work. Until then, we're stuck with being locked in our Captains Quarters.

they cound not get it remotely done in time for the intended launch but decided to go ahead with the micro transaction part so we could give them money in a subscription game to dress up our avatars in $60 monoclonals and boots no one could see. they then told us they would get to the WIS part later and were working hard on it despite the balance issues rampant in the rest of the game. This pissed enough of us off that many instantly unsubbed and those who didn't joined in on demonstrations within the game. the overall loss in revenue nearly killed CCP and were it not for the CSM it very well may have.
basically sore subject that CCP is not going to go near with a 10km pole and many of us who were there don't even want them to think about it. Eve is internet space ships CCP should focus more on them rather than barbie

lol they have longer than that. at this point it would be bad business if citizen actually released. why put out a game that in no way will live up to the hype when you can sell ppl their own imagination and $10k ships you haven't even made a model for yet

^ This.
Everyone supported WiS, except for a elite cadre of nullsec cry-babies.
Unfortunately WiS coincided with a few other PR controversies like Monocle-gate and the "gold ammo" incident.
WiS was never bad. It just got caught up in the drama and was abandoned to pacify the nullsec cry-babies. Because the vast majority of Eve players dwell in nullsec and fly Titans or something. |

basically sore subject that CCP is not going to go near with a 10km pole and many of us who were there don't even want them to think about it. Eve is internet space ships CCP should focus more on them rather than barbie The reason for the mass unsubs is not WiS.
Yes I agree the Incarna Expansion failed to deliver the WiS that was promised years ago known as Ambulation. At that time only a small part of the CCP staff was actually working on Incarna. Since the playerbase was raging about no expansions being released, CCP went ahead and released the content they had available even though it wasn't ready. WiS wasn't 'The straw that broke the Camel's back'. The Incarna Expansion and events resulting afterwards combined with problems previously active in-game is what helped ignite the mass unsubs.
Those mass unsubs were due to a lot of different things listed here in no particular order.
CCP constantly rushing out numerous expansions that were half finished and bugged, breaking existing content. The 1001 Papercuts thread - large list of broken game mechanics and unfinished content being ignored since 2003. CCP introducing NEX Store and MT - selling overpriced items for real money bypassing in-game player production. Threat of 'Gold Ammo' and 'Gold Ships' enabling 'Pay to Win' exploitation. CCP dividing available development resources to work on 3 different projects at same time. The leaked inter-office memo 'Fearless Newsletter' = Greed is good. CCP statement of Eve Online being viewed as the Golden Goose. Forcing 3rd party programmers to pay real money for providing out of game Eve applications. CCP failure to maintain their promise of 'Commitment to Excellence' on all future game content. Showing players 'The Door' and removing option of choice, forcing player participation in Captains Quarters. CCP attempting to diffuse Forum rage with excessive thread locking and banned accounts. Releasing poorly written unoptimized code in the Incarna expansion resulting in massive client side issues. CCP ignoring the player base resulting in poor Public Relations due to lack of communication. Hilmar's statement - "Watch what they do, not what they say."
Basically Hilmar's statement became the rally cry for those mass unsubs. Because of that and with a large loan payment being due, CCP downsized their Company and placed most of their other projects on the back burner which included Avatar game play content. Later when CCP tried to generate game play for that content, they received large opposition by a vocal minority who once again started fanning the flames of the infamous 'Summer Of Rage'. As such CCP backed off again due to not wanting to incite another repeat of that situation. Basically CCP is gun shy now when it comes to Avatar game play content.
Also players seem to conveniently forget that for 18 months prior to Incarna most of the CCP Dev's were working on rewriting Eve's program code, changing it from Python to Carbon which currently allows Dev's to quickly change things and fix / remove bugs from the game. CCP's mistake was that they didn't keep the players informed about it. And it takes longer for new Dev's to figure out the old code and then replace it with new code, all the while still keeping the game online.
Eve Online was created with the intention of being a Virtual Reality set in a Futuristic SyFy Space Environment. That means more than just space ships.

OP, as long as I can non-consensually knock your drink over and loot your corpse at the bar because you don't have a New Order permit to walk in James 315's highsec station, I'm not technically opposed to WIS.
However, I am philosophically opposed on the basis that a space MMO should drive players toward . . . space. Not toward a bar in a station.

It'll never happen, but I've got a feeling if CCP had pitched it differently, with less socialising and more conflict, that the player community would have accepted it. CCP have wasted so much effort and time on projects like dust or Valkyrie which were supposed to somehow connect in with the eve universe. Now the demand is there or first person combat, but why can't that happen in eve, on ships, stations, and planets. CCP could have killed two birds with one stone by implementing dust like combat in eve.

It more than likely won't happen for Eve, however, there is a much greater chance of it being built for one of the other CCP IPs being developed in Unreal Engine 4 (Gunjack, Valkyrie, or Project Nova).
If you recall, CCP did build the Event Horizon Lounge for Dust 514 in PlayStation Home. Both properties no longer exist and are not coming back.
