Helium blocks cost 26k, can be made for 22k if you buy the materials in Jita. Alternative buy orders at 22.6k (Don't forget to off shore).
I'm my own NPC alt.

I would think that it's just a result of the new refill fuel bill coming due for all those fancy space structures, all at the same time.
and when everyone put them up, they all just operated on the assumption of "I'll just 1-jump over to Jita to pick up a bucket of space-fuel, because it's cheap and plentiful there"

May it be that you look wrongly at the blueprint? You know one run gives you 40 blocks? For ease of calculation, take 25 runs for 1000 blocks.
The calculation with http://eve-industry.org/calc/ gives me ~21300 per unit Helium (production cost at Jita prices, default settings).

Strontium Clathrates were added to the recipes of all fuel blocks. Coupled with the need to use blocks to fuel Upwell structure service modules means more demand on a more expensive to produce product means upwards pressure on price.

As others have said. The new fancy structures will need fuel, the reactions interface will need ice products, so this puts a pressure on the system, without anything else that might be going on.
(There will be lots of those fancy new structures)
