Chris69 claims that a GM told him attacking another player in empire space with the intent to kill him is an exploit and anyone who does so will be permanently banned. Have the rules changed or is chris69 telling porky pies?

Exactly my thinking, and it wasn't an exploit before, but hey, chris69 has threatend me that i will lose my account if i were to suicide gank him in hi-security space.

The only time its an exploit is if you kill someone in high sec WITHOUT legal aggro and dont get your ship popped by CONCORD
Also griefing noobs in rookie systems using bait (dropping a can labeled "free stuff" and then popping em when they take it) is a big no-no and will make the GMs sad.

There is Nothing illegal or wrong with suicide killing in hisec, the only catch is you can-not avoid the wrath of concord - that is an exploit, as long as concord gets you its fine.

People have recently been banned for entering highsec with a sec-status of -5.0 or below, killing the faction police (not CONCORD), then getting attacked by players because of global aggro and killing them too. Apparently, entering highsec with a low sec status and surviving is an exploit.

As I've heard of several members of a different corp having the same view... I think a new GM may have said it once and a chatlog is floating around. Either that or somebody forged one. Last time I checked only attacking another player in highsec and living was considered an exploit.

This is simply misunderstood.
You can have a low sec status, enter highsec space in your egg, and neither CONCORD or faction police will attack you. So long as you in your egg, the npc's will leave you be.
Nothing says you can't make a SS, find someone, or have a buddy fly a ship with fittings out to you, they eject, you board ship and wala, you have a low sec status pilot with a ship and fittings in highsec. However as soon as CONCORD detects you, they will be attacking.
Now I never said this was _smart_ to do, since if your sec status is low enough, plaayers may attack you while your flying your egg around in highsec, but it can be done.
Now, if they found a way to enter highsec, while using a fitted ship to get there, and CONCORD/NPC's didnt attack, that would be an exploit and a bannable offense. As would be using faulty game mechanics to draw into combat highsec players in highsec without drawing CONCORDs aggro, which is what the players you mentioned were banned for, not for simply being lowsecurity in a highsec system.
Simply put, as long as CONCORD/NPC's are not bypassed using faulty ingame mechanics, you can do it. I love the smell of Napalm in the morning |

My understanding is that CONCORD is not responding to negative sec pilots in ships-- just faction police, which are easily defeated. At that point, normal aggro rules apply, meaning that anyone who fires on a ship whose pilot is -10.00 is fair game for that pilot. I have heard that people have petitioned this, since it has always been that you lose your ship if you do this, but different responses have been coming from GMs.
