2 weeks ago, Gallente Federation intelligence analysts noted a sharp increase in illegal system interdiction activity known as "Plexing" by terrorists affiliated with the Caldari State Protectorate, commonly known as Caldari Militia, within Gallente held systems in Black Rise.
This terrorist activity was revealed to be originating from freeported Astrahus class citadels in the Nisuwa and Kedama systems. Justified Chaos was commissioned by the Federal Defence Union 10 days ago to destroy the Nisuwa freeport, believed to have recently been transferred into the hands of Caldari terrorists by its owners. Fighting against light Caldari resistance, the citadel was quickly reinforced over the course of 2 days by JUSTK and its Gallente Militia allies, who believed the system would swiftly be secured.
Dramatic events began one day before the final assault, as the Federal Intelligence Office identified that a previously unknown entity, most likely a front for a Caldari terrorist group, had deployed a second Nisuwa citadel that would anchor during the hull timer for the first citadel. Gallente loyalist capsuleer corporations and alliances including Pen Is Out, Black Fox Marauders and Federation Uprising were outraged by this audacity, and began racing to commit pilots and material to this fight. In addition, the prospect of citadel kills brought assistance from the local pirate group Snuffed Out.
Worse news was to follow. Through diplomacy, the Kedama freeport owners were persuaded to lock out Caldari terrorist organizations. However, eagle-eyed intelligence agents working for Pen Is Out found 2 more Astrahuses anchoring in Kedama at the same time as the Nisuwa citadel timers under new corporations. It was clear that these were nothing but Caldari fronts. As Federal Defence Union leadership puzzled over how to attack 4 citadels simultaneously, a welcome offer of help arrived. Explaining that "We are bad guys, but not BAD GUYS", the pirates of Project Mayhem committed to protecting Kedama from perfidious Caldari terrorist activity and prepared a force of supercapitals and capitals to destroy the citadels there, allowing FDU assets to deal with Nisuwa.
In a brutal short fight all 4 citadels were duly destroyed. This victory for the Federation did not end there, however. Shortly before the "final" attack on Nisuwa, the dark hand behind the citadels was revealed as the notorious Caldari terrorist group Heiian Conglomerate anchored an additional THREE citadels simultaneously in Nisuwa, setting up a further battle the next day. By this point the Gallente Militia and Pirate coalition was flush with success and easily formed up a strong fleet of capital and subcapital ships that brushed the Caldari aside and swiftly terminated all of the illegal citadels.
Caldari militia terrorists have suffered over 7 billion ISK in uninsured structure losses over the course of this short campaign. At the time of filing this report, Gallente intelligence agents have been able to find no trace of further unauthorized citadel anchoring activity, but remain vigilant. Both systems have shown a marked decrease in contested level, confirming that the terrorists were operating from the citadels.
All loyal citizens of the Federation are encouraged to report any suspicious citadel activity in Black Rise, Placid, or Essence immediately to their local Gallente Militia representative organization.
Freeport Citadel operators are reminded that while the Federal Defence Union permits the operation of these facilities, they must not provide sanctuary for Caldari terrorists otherwise you will be considered to be colluding with and be considered a valid target for police operations. |

The Federal militia and their allies deserve congratulations for successfully executing an operation of this size and complexity.
Countering the mass deployment of citadels from a desperate enemy is not remotely easy. The number of citadels involved and across multiple systems further drives home that nothing has changed much in the west; The Gallente Militia remains an example of how to maintain dominance in the pendulum swinging of CEWPA conflict.
As strength goes.

That's a depressing thought, and not one that I agree with.

It is funny how petdogs of such criminal and inhuman regime as Gallente Federation dare to call protectors of our home lands from their invasion as "terrorists".
It also shall be noted that no real assets of Heiian Conglomerate were destroyed, and these gallente occupants look for nothing but to find weak excuses to destroy civilian structures in the mentioned regions, working with common pirates like pirates themselves, unfortunately, even shaming the name of the mentioned pirates with such an association.
A couple of days ago when Gallente with these pirates dared to make an attempt at the real asset of the Caldari Coalition, their fleets were sent home crippled and the structure was defended.
Honored are the dead, for their legacy guides us.

Congratulations on your successful operation, destroying seven anchoring citadels with the aid of your erstwhile allies in Project Mayhem. However, I believe there are some irregularities within this report that you have failed to mention, or conveniently brushed over to suit your narrative well.
First things first. Heiian Conglomerate is not, in any way, shape or form, a terrorist organisation. Terrorism by definition is the unauthorised or unofficial use of violence to pursue a political agenda. We are an alliance that is attached to the State Protectorate, a private military corporation under the oversight of the Caldari Navy that is empowered by the CONCORD Emergency Militia War Powers Act to employ capsuleers in an auxiliary fashion to fight on their behalf. The actions we undertook are in full compliance with this legislation, as well as the terms of our contract with the State Protectorate, effectively torpedoing your claim that we are 'terrorists'. Additionally, Kedama and Nisuwa fall in the region of Black Rise, sovereign Caldari territory, and as a result we are bound by our duty in endeavouring to return them to State administration. You are protecting an occupation force, not sovereign Federal territory.
As for the issue of the Nisuwa Freeport, we did not possess any authority over the citadel owner. If we did, do you not believe that we would have exercised that influence to bar you chaps from docking, in the same manner that you did with the Kedama Freeport? And to claim that you 'permit' the operation of Freeport facilities, as long as they bar State Protectorate pilots from utilising their services, is laughable. One or two port authorities may be convinced, but it is highly unlikely that it will be anything but business as usual for our pilots. After all, they wouldn't be considered 'freeports' if they began barring certain organisations on the basis of external influence.
Your boasting of the alliance between the Federal Defence Union and Project Mayhem is equally, laughable. Was it not so long ago that Spaceship Bebop and several other FDU-aligned organisations denounced the alliance between Rapid Withdrawal and Schneckt and Snuff Box, purely on the basis that they were collaborating with pirate entities? Even going so far as to declare a state of hostilities in an attempt to coerce them out of their arrangement? My, how the narrative shifts so quickly once it becomes advantageous to have such reinforcements awaiting thy call!
You highlight the seven citadels destroyed with great vigour, and the rough figure of seven thousand million ISK that we lost as a result. However, you fail to mention the three Astrahus-class citadels that were successfully brought to operational readiness, thanks to the distraction provided by the others. In short, we fully expected them to be destroyed, hence why they were manned mainly by automated construction drones and a skeleton crew of contractors that were under orders to abandon them if their destruction was assured, to minimise loss of life.
We achieved our short-term objectives, and given time we shall accomplish our long-term goals of securing the Nisuwa and Kedama solar systems and returning them to State administration. |

Concord gets petitioned daily about all kinds of things, Aya. The fact that Concord has been petitioned to stop something and hasn't expressed an opinion on the subject in any way does not make that thing against the law. It doesn't even make it against the rules - a more accurate description.
In addition, whilst the addition of citadels makes expelling pilots from a system more difficult and makes engaging them under the guns of said Citadels impossible, this is merely an extension of the existing "station games" and "gate games" that prevailed previous to their introduction.
Moreover, the fact that the majority of said citadels were destroyed before they could be onlined suggests that the tactic does, in fact, have a hard counter.

At no point did I use the word illegal and in fact CONCORD has expressed their opinon which is "we are aware of the problem and looking at solutions."
I have fought this same thing from the Imperium, from TEST, ..from BNI. More firepower, more supercapitals, and their response is to just continue to do the same thing until burnout of responding forces. It is a tactic of attrition. Virtualy impossible to keep one from eventually onlining is not the same as "not having a hard counter."
That is two phrases you restated for me and twisted. If I wanted to defend their illegality or argue they did not have a counter I would have said so.
If you want a scapegoat to argue against pick someone else.

Meaning an alternative route or secondary path. You have been in militias, I have been in militias. At what point during that time were you able to dock in enemy space Pieter? If you are still confused as to who used the word illegal or any phrase "against the rules" I can educate you in how a neocom can search entire pages at a time for specific key words. For example. The word 'illegal' was used twice on the first page of this thread, both times by Degnar Oskold. His name does not remotely resemble mine. The use of the word 'against the law' in this thread was by you not me.
I do not want to "quibble" with you about things I never said Pieter. I want you to upgrade your ocular implants and engage your brain. I want you to stop this passive twisting of what I say to argue against some point you feel like arguing against. If you are incapable of that then I will be more than happy to teach you how to not see my posts on this forum in the future.
Or, we can take this picking of fights further to a far uglier conclusion. I prefer you learning to read and not creating problems neither of us need and I do not want.

S'truth, we've still got fully-gunned cits all up through Lonetrek, Pure Blind, Dek, Tribute, and Venal. Dagrid and Zungen go up there to play ever so often. As an attrition tactic, it's not a bad one. As long as Upwell structures can be transferred to, or utilized by, organizations involved in a CONCORD-sanctioned conflict, it's a tactic that'll continue in the Pendulum Games.
