I'm finding something really annoying is going on but I don't know whether it's lag or a crappy computer. I've lost I don't know how many friggets to pirats be cause they start attacking me in an AB somewhere, then by the time my game starts running again I have just enough time to bug out before they podkill me. On top of that I was jumped in an AB with a police preasents in it, I was less then 10k from the police commisioner and he didn't do a thing, I guess maybe he like the fireworks!

Hmm, not easy to understand what you've said there. Looks like two problems. The second one is likely your own fault for shooting others in empire.
The first one is what I think you are really upset about but you've failed to describe what happened. Best I can make of it is your PC froze up for a short period. Long enough that you didn't even see what happened until you were in a pod. Sound about right?

Right, simple solution is don't sit in an asteroid belt in low sec when there are potential hostiles or you WILL end up fighting. If you're in a t1 frigate then the lag is caused by your ship exploding and the client loading the textures for the pod. I would bet a substantial sum on you being instapopped by the aforementioned pirates and therefore you wouldn't be able to do anything anyway. As for the second bit, the only way the police would ignore you is if you either stole something from somebody's wreck/can and they killed you or they had killrights on you because you blew them up previously. Also, don't go into lowsec in a frigate until your char is a bit older as every pirate will be looking for you as you will look like an easy target.

I'm sorry I wasn't very clear on the issue I'm having I can see where the game would slow down or stop when a ship explodes but it's what's happening before the ship explodes. It's kind of an intermitint pausing in the game. I'd go smoothly for a minuet or two, then my screen would freeze for 10+ seconds. It does it at regular intervals and it's most present when jumping or fighting.

Ah, that sounds like one of the multi-processor bugs. DirectX and Windoze both have bugs. Search for dual-core fixes in the forums.
