Couldn't find info about merc channels where I can hire a killer, so will post here.
I'll pay 100kk for killing person named Kastorka in high-sec. He must be In his Onyx or similar cost ship and must be podded. I'll pay you more 200kk if you kill him second time in a row with the same conditions. He already has 233kk bounty so far.
He flies in angel space and steals expeditions from people. Last saw him in Tratokard. Can help you to track him by myself if needed.
Convo or mail me in game if interested. Price is negotiable.

If he's crashing missions on a regular basis you're much better off baiting him than using a dec. That's just going to make him cagey. Sure it'll take longer, but if he's savvy your chances of success will be higher.
Be patient, play the long game, tool up some friends and save your isk.

Sorry, I'm relatively new player, what do you mean by "off baiting"? You mean placing 1 ammo in can? I doubt he will loot it, he even scanned me without probes on D-scan, so I don't think such stuff will work.

How it works? Someone in a rook attacks him and when he attacks back he goes suspect?

No, kid, what he's saying is once this guy loots your mission wrecks (and let him do it, don't try to put fake crap in the wreck), all your friends (who have been at a deep safe and thus immune from getting d-scanned) warp in on you and they proceed to mix it up with him.
And a Rook should be able to jam him out no problem; you'll also need some tackle frigates (I recommend Navy Maulus) and between all of you there should be more than enough firepower to break his tank and make him beg.
Hell, drop a mobile tractor...sounds like he won't be able to resist shooting it.
Now go forth and kill, meine liebchen.
Everything in EVE is a trap.
