Step 3. Watch Goons & PL reinforce every single Citadel in the game for LOLS. And then blow half of them up because they can swamp any defender. Oh wait, suggested by a Goon who has the most to win from this idea.
I.E. This defeats the whole purpose of the timers and damage caps. |

put damage caps on everything based on how far it is from a GOON, GOONS get negative cap, i.e. constant damage leaks |

Step 1 is good.
Step 2 not so much.
Alternatively, do the opposite. Step 2 only. |

Actually, it defeats the whole purpose of Citadels which was to get players out of completely indestructible stations, and move them willingly to a structure that can be destroyed - even if it takes a bit of effort.

This is only part of the problem. In general it is just way too much effort to attack with very little reward. So everyone just farms their territory. The combination of travel restrictions, the obscenely long time it takes to reduce enemy structures, and the asset safety bullshit means that PvP is spend a long time traveling to a place to do nothing for an even longer time for no reward. By the way you have to risk your whole fleet to do this, the defender will only engage if they think they can win. It's been years since BR5B and that battle itself was unintentional.
A lot of these changes seem to be done for the sake of protecting smaller groups from big ones. This is very flawed thinking, mobility and deception are what smaller forces must rely on. These mechanics among others nullify such advantages. |

All they're good for is grinding those dank ticks and throwing their allies (read: pets (read: worthless meat bags)) under the bus to protect themselves and their dank ticks.
Goons and PvP, HAHAHAHAHAHA
PS: PL ain't much better.
When you don't know the difference between there, their, and they're, you come across as being so uneducated that your viewpoint can be safely dismissed. The literate is unlikely to learn much from the illiterate.

Neigh say I, with goonswarm numbers it would only make it a grief fest, it should require effort, no strategy, no effort, this would be going from chess to checkers with the other side having 1 piece to defend. |

-1 came, saw and I am leaving disappointed.
Seeing the title I expected some kind of idea on how to actually encourage players to get out and shoot at one another. Please explain to us how this idea is going to jump start the PvP aspect of this game, because I always thought PvP meant Player or players versus player or players not players versus a citadel. |

PvP <> conquering territory.
Providence for example... nobody wants to conquer it (or didn't until recently to get pirate citadels perhaps). It had annoying stations that make it a pain to take over and the space isn't very good.
But almost everyone drops in for PvP.
What citadels are right now are things that are really difficult to remove... either for someone trying to destroy a citadel that was anchored in their space or someone who wants to take over space. It has a very small impact on space battles... only with space empire building (space wars if you will). |
