How do gain standing with the R&D NPC? I am to the point with a level II R&D NPC that they can make datacores. |

The same way you gain standings with any other agent. Do missions for the corporation they belong to. R&D agents also require a skill trained to a certain level in order to use them. Show info on the agent to see what requirements you need.

You need to have the required amount of standing with the Agents Faction and Corporation for access. Quickest way to do that is to run Distribution Agent missions for that R&D Corporation..
You will also need the following skills to start using one R&D agent: Science V Mechanic V (or) Power Grid Management V (or) CPU Management V At least one applied science skill (listed in the Agents info box) trained to the level or higher of the Agent you wish to use.
Skills that will benefit you to have: Laboratory Operation - Level 5 Research - Level 5 Research Project Management - trained to 5 allows you to have 6 active Research Agents.
It will take at least 3 months or less to train up those skills along with needing plenty of ISK to buy the skillbooks. R&D Agents offer Courier or Trade missions every 24 hours which can be completed within 5 minutes to gain double Research Points along with Agent and Corporation standing increase. Their missions also count towards getting a Storyline mission offer for Faction standing increase. There's no penalty for declining or ignoring their mission offers which are sent via Eve Mail.
Each of these Factions has R&D Corporations:
Amarr Empire: Carthum Conglomerate Viziam
Ammatar Mandate: Nefantar Miner Association
Caldari State: Ishukone Corporation Kaalakiota Corporation Lai Dai Corporation
Gallente Federation: CreoDron Duvolle Laboratories Roden Shipyards
Khanid Kingdom: Khanid Innovation
Minmatar Republic: Boundless Creation Core Complexion
Thukker Tribe: Thukker Mix
Research Points accumulate automatically over time and after you've gained a large amount with your Agent you can trade them in for Datacores. I believe the current pricing is 100 RP's and 10,000 ISK per Datacore.
I suggest building up standing and training skills to use higher level R&D Agents, it may take a bit longer but the overall return is much better.

The R&D corporation has R&D agents, and regular mission agents (Distribution division). Use the Agent Finder app in-game, to find them. As the others have said, you need to do missions for the regular agents until your standing with the entire R&D corp goes high enough to unlock the R&D agent you want.
You also have to have the Science skills that the agent wants for your topic of research, trained to at least the same level as the agent level. |

I'll be jumping a couple of my nullsec characters to highsec to cash in their research points. They'll each get over 1000 datacores - which isn't bad pay for doing absolutely nothing. There was a time when research agents were a lot more valuable - it's taken my guys a year of doing nothing to earn those RP but I wouldn't consider them useless. |

Datacores from agents were useful income when they were free, and when there was no other source.
Now the 10,000 ISK cost, and being more easily obtainable from faction warfare, has negated much of the value of R & D agents.
With max skill and standing with 5 different corps, you can earn roughly 100,000 ISK per day per agent. That's about 15m per month, not including the annoyance and time in actually picking-up the datacores, and the costs involved in selling them.
I earn roughly 50m per day doing PI on one character with level 4 skills. I've not picked-up my datacores in several years.
