OK... First off fleets need to be more organised.
I suggest that if an invading fleet is in a system then should form up in to a flat square equally spaced. Big ships at the back and smaller ships up the front. Command ships can stay way at the back and roam back and forth from the edges of the fleet.
The defenders should be able to use POS's as some sort of barrier or defence from enemy fire. The defenders should be able to move out horizontially from these defences and shoot the attacking fleet.
The attacking fleet should be limited from approaching the defenders by forcing them to make movements from side to side. Once they complete a side to side motion they will be allowed to approach the defenders by 10k only.
As the attacking fleet gets closer their movement should increase making their approach faster and faster.
What do ya think?

I think give it a try.
It's not hard, just put all the ships there.
Practical? Probably not. It's not like you have to mow the ships down in the front to get to the ones in back. _________________ Burn. |

A more tactical system of deploying ships on a grid would be interesting, however untill we are given a reason to spread our ships out it really serves no purpose, and forceing ships into a formation is definateley the wrong way to go about it.
The new bombs for stelthombers might go some way towards giveing us an insentive to spread out though, but i'd also like to see mobile shield bubbles and T2 battleships in a heavy interdictor role (what about heavy bombs? ), such stuff if it ever comes is probaley a long way off though.
