If I increase my skill level, do I increase in absolute terms my chances of finding more loot, or does it simply decrease the number of scans I need to do to get the same loot?

It enables you to get salvage from "harder" wrecks and it also gives you a higher chance of salvage per try per level.
By harder wrecks I mean Larger/More advanced/T2 ships.. _ Win BIG ISK with BIG Lottery

i assume you mean the salvager module?
Each one just gives you an extra chance of successfully salvaging it.
If you have a 25% chance of salvaging the wreck, 4 salvagers make it very likely at least one of them will succeed
It doesnt increase the components recieved from the wreck -----------------------------------------------

If you're in a hurry and you have multiple salvagers, pointing them all at a single wreck will speed up that wreck - handy if you only have 1 or 2 wrecks left.
If you have many wrecks, I've found pointing one salvager per wreck is best until you get down to the last few.
My Golden rule - have one salvager per wreck unless you've got more salvagers than available wrecks. I've found this to be the most time efficient.
This has no effect on the salvage items, just on the time taken.
Increasing salvage skills both speeds the process and gives access to better wrecks.

Further to Baka's answer, the only other way of improving salvaging times is to fit Salvage Tackle rigs.
