Greetings,
I am 3 days into the game and loving it. It really appeals to my micro managing and configuring desires :)
I am looking for some advice on how to outfit an Osprey. I am getting close to affording the Osprey but I don't want to waste money on items that really wont help me. I currently have a Frigate that has 2 Miner II's and some other misc gear that the CPU can't handle.
What I am looking for are 2 configurations. One for optimizing mining in secure space 0.9 1.0 and another for some protection in slightly less secure space 0.8. Beyond adding the 2 miner lasers and the 2 cargo expanders, I have I am not sure what items to shoot for.
Any help would be greatly appreciated.

Fill the turret hardpts with Miner IIs, cram as many Mining Upgrades as you can into the lows.
Ignore the launcher hardpoints unless you have plenty of cpu left to fit them. Since ur a mining boat you dont really need launchers in 0.8 to defend yourself from rats just use the 20m^3 drone bay to field 4 light drones and they'll tear up anything in 0.5 and above.
BTW youd be fine mining the more decent ore in 0.5 as long as you make quick work of the rats, things dont get nasty till 0.4. Fit a slight tank in the mids if you want to be in 0.5 to withstand the little destroyers while your drones kill them. Wait for all rats to aggro before you send drones or your drones will die.

HI: 3xMiner II LOW: 2xMining Upgrade, 1xCoProcessor
I don't believe there is enough CPU to fit anything else.
Otherwise, if you want more tank...I suppose you can scrap one of the mining upgrades and put in a shield extender. You honestly don't need too much to survive in hisec, as your 4 drones make pretty quick work of the rats that do patrol around there.

Not entirely true. You can fit 3 miner II, 2 MLU's, one coprocessor, and a civilian shield booster!
You laugh but with 3 drones and crappy drone skills and the shield booster you are really pretty safe from npc rats in systems 0.5 and greater.

... and keep in mind that the worst you will see of the rats in 0.5 and above is going to be Merlin-class boats for damage and Saboteurs for sheer annoyance factor (they knock off your targetting) - there is no destroyers in 0.5 and above rats.

Thank guys for the information, its really helping. I really am enjoying this game. I wish I would have found it a year ago so I could have saved myself the aggravation of the train wreck called Vanguard.

I recommend: 3 T2 mining lasers, an assault launcher (not heavy assault) Medium shield Extender, Cap recharger, 2x[whatever you like] Mining upgrade, Co processor, Cargo expander Mining drones in your drone bay.
With a decent level in Caldari cruiser, you'll outmine a retriever and your assault launcher will deal with any npc rat in high sec.
