There appears to be a new trend with scammers, those who use character scams to scam you out of your ISK.
If people take these simple steps, they will prevent themselves from getting scammed and prevent the character scammers succeeding, and saving the GMÆs from unnecessary load from players filing petitions to get their ISK back.
1. Does the character have a fibbish, gibberish, or odd name? - Do you really want to play EVE with the name ôghjajshxnö ? I donÆt think so.
2. Does the character have a history in EVE? - Has he been in legitimate corporations? Contact his old CEOÆs and ask what he thought about him. - Has he ever posted on the forums before?
3. Does he speak decent English when you talk to him privately? Yes I understand not everybody speaks english very well, but its something to look for.
Red Flags
In my opinion, it is probably best not to buy a character that meets the following conditions:
1. The character the ISK gets sent too has the same exact birthdate as the selling character, or a similar name, or a oddball looking name 2. The character name has a number scheme and there are multiple characters in this group with birthdates minutes apart. 3. The characters birthdate is very close to past character scams. 4. The seller can not provide un-edited screenshots. 5. The seller character has claimed a lot of scam contracts. (Look up the characters contract history)
One final step you can do to protect yourself further, when conducting a character sale, ask for a picture of the character sheet of the character for sale, which has a conversation between yourself and the character. This kind of request should be filled within 10 minutes and the picture should be completely un-edited.
If the sale is legitimate, the seller should have no problem providing such a screenshot.

Stickified for a while. Good advice. As such, if you do get scammed, make sure the character sell order rules are followed, and file an EXPLOIT petition. GMs will handle this very quickly.

Good topic overall, but hey, there's some things that aren't quite fit in:
Quote: 2. Does the character have a history in EVE?
and Quote: 4. Has he been in NPC corp for his whole life? If so, take extra precaution when dealing with the character.
Well, there're some people there who rises one or few side-chars with future selling of them in mind. F.e., I'm rising industrialist char on my second account keeping in mind possibility of selling him if I'll eventually find out it's not a big fun for me to run industrialist. There's pretty no chances that such character will ever leave noob-corp, does it makes him a scam?
Quote: 3. Does he speak decent English when you talk to him privately?
Sorry, but this one just stinks.

None of these are red flags. Yes I understand that some players will be in NPC corp for their entire lives, I'm not saying that if a character has been in NPC corp all of their life it's a scam, it's a question to ask yourself when bidding on an auction.
For example, does he have a funny name AND been in NPC corp his whole life? Then something might not be right.
As far as not speaking english, most character scammers do not speak english very well. It's just another thing to watch out for before handing over billions of ISK to somebody.
It's late and im gonna append some more information in the morning.

It would also help if we had a designated section under petitions to petition bannable scams that would be reviewed frequently.
Often the scammers stay in game for way long a period of time after petitions have been created and do some more damage. Also they take this time to launder ISK, as I'm assuming they have ways of laundering it that makes it difficult to track.
Lack of prompt response only encourages them to try for it again and makes their numbers prolific.

Which is why I decided to post this in order to educate people on how to avoid them.
I will also be making a tool where a character seller can provide his limited access API Key to validate the character for sale, since the API information can't be faked. There really is no legitimate reason to hide the limited access API key if your selling a character, so scammers would be up the creek without a paddle.

notice his learning skills, attributes, and the fact that he has medium railgun spec at 4 even though he only hs the basic med hybrid turret skill at 4 as well.

Hey, if you don't mind sending 2 billion ISK to a player that has a gibberish name, has a numbering scheme in his name, can't speak english, has a contract history of claiming lots of scams made by somebody named "dpojaidojas" and can't provide unedited screenshots of his charactersheet. Be my guest.

I have wrote a tool that's a bit like inEVE's skill display system.
The problem with inEVE is the fact that it trusts the user enough to upload their own XML file, my tool fetches the information from CCP using the shiney new EVE API.
Basically, it works with the limited access API and retrieves information relevant to the character you tell it to.
Link http://www.voogru.com/characters/index.php
Here is some example output: http://www.voogru.com/characters/index.php?action=getChar&cid=430627405
Poke me ingame if anyone wishes to try it.

You have a numbering scheme in your name, and according to the OP, you are most likely a scammer. I will not listen to scammers, so go bugger off.
I have bought a 18m sp character from a Serbian who had great difficulty with the English tongue for only a billion isk. Many and great characters have gibberish-like names. It means nothing. The same birth dates means even less.
The MOD must of been drunk when he stickied this.

Did you even LOOK at what I provided as an example? EXAMPLE
And I never said "If the seller cant speak english it's a scam", but character scammers tend to have:
1. Funny or gibberish names. 2. Can't speak english. 3. Really really good deals on characters. 4. Unable to provide screenshots that are not edited.
Looks like you just want to flame me for some reason.

Could I recommend that if you're going to sell a character, use evemon and sync it with InEve. That way you can link to the InEve page for the character to show their skills, etc.
Just a thought.

It's actually quite interesting, some of the people responding "this is a scam, dont send him money, isent 2.4 mbil and is scam" are probably part of the scam as well.. trying to "cover up" their tracks in some distorted manner.
