I have been thinking about how to make it possible to assault others etc. Now, my idea would be; instead of calling the security status a security status, you could have that calle 'security scanner strength'. This security scanners installed in the system ( to add to the RP part of the game ) would be there to detect PvP aggression. The strength of the scanner would be backwards proportional to what kind of aggressivity it can detect. You could have this work at first with the signature radius of the ships involved in the aggression, then, later, maybe, with the total amount (or gang) signature radius, then with the total aggression time. Even escalating to the point where you could have a distress beacon onboard to make CONCORD come in, having different types of aggression (e.g. using an energy neutralizer<webbing<warp scrambling<shooting once<shooting a missile once<continued attack<destroying ship<destroying POD - it eventually would get a very tough algorythm - but I was talking about progressiveness here, lol. Ok, here goes the example: theorically (not that I have as much experience with that), CONCORD reacts as fast/strong to an attack from an Apocalypse to a victim (let's say, a poor Writhe) as it does from a Rifter -> Bestower - from 1.0 to 0.5. Now, if a Rifter is supposed to be a fast and stealthy ship, constructed for raids, they should allow the Rifter to at least attack a Bestower for 5 minutes without CONCORD noticing. So, I think every attack in 1.0 should be detectable by CONCORD. That is Apocalypse -> [victim] as well as Velator/Reaper/Ibis/(can't remember the Amarr newbie ship name)-> victim. 0.8 you could allow the noob ships attacking whatever in 0.6 all frigates, in 0.4 the cruisers with smaller scan resolutions, in 0.2 all cruiser, in below 0.1 the level 1 BSs and in 0.0 everything. Of course, no aggression could be made IN FRONT of CONCORD ships (would look stupid having people shooting each other infront of the polic). I have thought about how to make it possible to "defend yourself" (e.g. a Stabber could start shooting an Apocalypse in 0.2, without getting punished but should the Apocalypse shoot back CONCORD would fly in and kill it) but I haven't found a solution to that issue yet. I suppose the system can handle what is retaliation and what not, right? Well, I think this type of PvP interaction would allow loads of RP (I've mainly used the Amarr/Minmatar example so roleplayers can put a bit more of excitement into the Freedom Extension etc.). You could eventually work this in with NPC too. EG applying the same rules to convoy assault... Or agent missions ; having to blow up things in 'enemy territory'. Imagine this scene: A small group of the Front breaks into Raren (Amarr Empire; 0.5) with 3 Rifters and 1 Blackbird offering support (ammo on board, different shield transfer relays, warp scrambling, etc just not shooting). They get past all the Amarr security vessels as the amarr space is open to minmatar commerce. Once they're there, they settle at a moon and decide where to strike. After a while they warp to an Asteroid Belt and start blasting amarrian miners' butts. A nearby Arbitror of the miners' corp swarms out it's drones to shoot the crap out of the rebell-scum but their shields stay up and running because of the Blackbird support. A miner, lucky enough of having foreseen this situation uses his distress beacon which makes a counter start running on the minmatars' GUI; 1 minute until CONCORD arrives at 'the scene of the crime' and 3 minutes to leave the system/constellation/region/however you want to handle it. The Minmatar having lost 1 Rifter but having killed 2 defenseless Omens decide to leave the field as fast as they can. The Arbitrator has foreseen this, and scrambles another one of the 2 remaining Rifters while his mates flee. The Blackbird and the 3rd Rifter make it out alive but the Rifter trapped in the warp scrambling field is caught by CONCORD which shoots him out of Orbit. The 2 minmatars in ships arrive at the Stargate while still being wanted where a proud Apocalypse just warps in and gets them into sights ... You could play this forever and it would make the game more exciting eventually being able to play REAL cat&mouse games not only with other players but also with CONCORD adding more excitement to the game, eventually also solving the problem to "5 Battleships not letting anyone through a Stargate alive in 0.4" ( I mean, if they can't shoot someone with a frigate in 0.5 why can they shoot me with that firepower in 0.4 for hours without the authorities ever noticing? Imagine you can't punch someone in downtown but you can go and drive over houses with a tank in your suburbs ... ) I hope I haven't flown up too high in the clouds.
