Well Ive always thought it kind of odd that the Drake, a BC is the same size (just not thickness) as the Battleships of the same race
The Raven is a little thicker, and the Rokh a little longer, but the Drake seems HUGE for a BC as compared to the sizes of the other BCs and their BSes >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> Yay! 1600mm = 5'3" 3x 1600mm = 15'9"
So, exaggeration aside, whoever came up with the idea that generators capable of producing an energy shield such as the Caldari use (or all other ships, for that matter) are small, is smoking something good.
Besides, this has been argued before. Armor plating in EVE is not just metal, or it wouldn't require CPU/grid to run. It has nanobots and stuff in it, making it lighter.
Edit: I do agree with resizing ships based on unpackaged volume, not mass. But, it probably won't happen, since people like to be able to see their frigates and destroyers in space.

A mystery why they have so high mass though. I guess sig radius could be explained by the heavy shielding, but the mass?
Caldari ships in general are smaller than the other race's counterparts, yet they have about the same capabilities, so one would assume they are a lot more effective with their ship construction, and are able to fit a lot more ship parts into a limited volume. It makes sense taking the fact that Caldari are the most technologically advanced race. Take RL computers for example, how big were they 50 years ago? The size of entire buildings, yet with today's technology you can have one sitting in your lap.
One could also argue that shield generators have a very high mass to volume ratio, due to maybe some crazy technology involving dark matter to absorb incoming damage? Hell, i don't know, i don't even have an idea of how shield systems are supposed to work.
You see, it's not devs screwing up ship sizes, it's just you trying to come up with an excuse to have bigger ships! Stop trying to compensate for something!
PS: The rokh is fine!

I think the fact that it looks like something out of "Thomas the Tank Engine" makes it kind of cute

The Rokh's 'base' size is bigger than most BS, no reason it should be so small.
Or, lower its sig radius to be appropriate to its current size - i think i like this solution better
All caldari battleships are smaller than other races, take a look at the ship comparison chart. The problem was that the Caldari carrier looked like a battleship, and just simply won't do.
