How long do I have to play before I have enough skills and resources to pvp effectively?

You can start from day one. A T1 frigate fitted out with EW gear is formidable in the hands of a pilot with the right mindset.
You won't be flying carriers in fleet PvP for six months to a year, though, but not everyone wants to do that.

What they said. If you're in the State War Academy, ask about their PVP classes. If you've been in the game for 4 weeks or less, then EVE University is an option. If you don't fit into either of those categories, you can either join a PVP corp, or take one of the public classes run by Agony Unleashed.

Depends on what you consider effectively!
I would recommend building your skills to be able to fly a t1 frig according to Agony Unleashed PVP Basic standards and take a course with them - that will give you an excellent idea of what 0.0 and PVP is about.
But to be able to really answer your question, I need know what you consider to be effective... and what your goals in Eve are....

I started pvp with this char from day 1, though i did already have the knowlage. You just have to pick your fights, i used a tristan and kept using it till the skills were maxed out. In fact i never lost it in a lot of fights including cruisers! I'm 2 years in game now but i don't think the fights are more fun as such, i just don't have to choose my fights anymore. Get a load of frigs fitted out and in a decent system. And why not find a local belt pirate to give you some tips of the trade....

Yes being a pirate is the easy option......basically jump on innocents and gank them, sounds hard huh
To be good at pvp you should practice a lot, join a corp with pvp experience learn the tricks of the trade and go that way, in a decent gang you can be efficient from week one allmost

I'm well past the days of jumping on noobs and miners But yes joining a decent PVP corp will do you the world of good, also try the test server for setups with someone else. i'm sure people will be happy to help. This way you can get your optimal setups and know what you can and can't do.

I want to PVP also, currently have a hyperion. But how do you safely fly to where the action is, few days back I wanted to have some PVP fun, warped in to a 0.3 sec gate and got blasted to pieces by about 5 ships??

Checking the map would have helped here, if there is a high number of kills in the last hour, there could well be a camp there!

Learn PVP in a frigate. It is much easier to survive PVP in a frigate than in something heavy. Once you can evade hostiles, work the scanner, read local, understand warp jamming and ewar, you can consider flying something heavier.
The reality is that finding a fight you stand a chance of winning is half the challenge of PVP. (The other half being the ability to stop your opponent from getting away, since he obviously stands a chance of losing.)
