was just wondering what everybody thought was the best pirate faction to do missions against with a raven. i was thinking angel might be good as its relatively easy to tank for explosive with shields. currently i get missions against sansha and blood a lot, and with their EM and therm damage, it can be a bit tougher.
anybody have any advice?

Angles is a good idea tank wise.
Damage wise, i would go up against Gurista. They are weak against kinetic damage and he raven has(had?) a kinetic damage bonus.
Perhaps Gurista are the best allaround. Shield tanks very well against kinetic also

Raven has bonus to Cruise and Siege launcher ROF and Cruise/Siege launcher velocity bonus. The Drake have a bonus to Kinetic Damage pr level.
Angels do all 4 damage types, Guristas do Kinetic and Thermal damage only. --- It have always fallen to a few to sacrifice for the good of many

Also if you salvage your loot then Guristas suck compared to Angels.

Angel you really only need explosive and kinetic , cause em and thermal dmg is so minimal. Gurista you really only need kinetic , cause their dmg is in missile and they only do kinetic.

Two invulIIs are enough to cover the therm and em portion, and then you fit one exp hard (or exp and kin if you really need it) and are good to go with even a med or two to spare. If you can afford 2 DG invuls you can prolly tank them with just those.
And if this alone was not enough, Angels also drop much better salvage than Guristas, they do not use any EW that ill affects a BS while Guristas use the most annoying EW in existance, and the minmatar agents that offer Angel missions are probably much less crowded than the caldari ones.
So it is fairly obvious what the best thing to do is.

How do you go about insuring that you end up mostly fighting a particular pirate faction? Keep agent hopping until you find one that gives you the pirates you want to fight? Or maybe different NPC factions consistenly pit you against particular pirate factions?

Raven's are the ultimate in mission ships. You don't have a set primary damage type. You can use any type of missile and still have the same base dps.
Just keep a mission set of hardeners.
2x of each type of active hardener should be good.
Rogue drones/mercs are one(or two depending on difficulty) explosive, one kinetic and one invul(normally) Angels/Minmatar are 2x explosive and one kinetic Blood raiders are 2x thermal and one em Gallente/Serpentis are 2x thermal and one kinetic Caldari/Guristas are 2x kinetic and one thermal Sansha/Amarr are 2x em and 1x thermal
Plenty of websites out there that'll show you what damages if you're not sure. Just keep a full set of each missile around and swap out to the primary damage of the enemies you're facing.

+ the fact angels happily approach you and quickly vs sitting 60km out firing/lobbing cruises/torps at you. = less flight time.

Yes when they get close up their projectile weapons do mixed damage, but at range (and in a raven range is king) they can only hit you with their missiles which do explosive.
I love fighting Serpentus, Sansha, and Bloodraiders. They all need to get in close to be effective otherwise their hits are always glancing off you for zero damage. Even though the Shasha and Blood are EM/Therm, if you keep range on them they're cake. Just don't let their battleships swarm you because then you're in trouble.
Gurista suck. Long range constant barrage of missiles where your range advantage can't help you and that pesky EW. Keep a very close eye on your shields, because it's just "wham! wham! wham wham!" cruise missiles hitting you over and over.
