Has anyone come across any really good resources that explain ships signature radius and how it ties in to being targeted, attacked, etc? |

There's the Tracking Guide and the Missile Guide for starters.
There are currently 2 formulas for locking time, the simple one:
(10000/X)/(asinh(Y))
Where X = scan resolution of your ship Y = sig radius of the target asinh = the inverse of the hyperbolic function (asinh(x) = ln(x + sqrt(x^2+1))
and the complex one, which is more accurate, but nasty:
Targeting Time = (4060.2 * CF / X) / asinh(0.08900445*Y)
Where X = scan resolution of your ship Y = sig radius of the target CF = 4.2907007582E-06 * LNSR^6 - 5.5367393347E-05 * LNSR^5 - 1.2931056745E-03 * LNSR^4 + 3.4612487409E-02 * LNSR^3 - 3.1004383355E-01 * LNSR^2 + 1.1970166403*LNSR - 6.5068205416E-01 Where LNSR = ln(SigRad)
Essentially, everything boils down to big signature radius = bad.

And once you're actually targetted, the sig radius vs. sig resolution acts as a multiplier to tracking. So lets say that you opponent had medium guns with a tracking of 0.1 rad/s and a sig radius of 125m. If your sig radius is 62.5m (exactly half), then what it really boils down to is that his tracking against you is 0.05 rad/s - 40m frigates would take this down to 0.03ish rad/s. On the other hand, if you're in a 400m battleship, his tracking will be more like 0.35 rad/s against you. (This is all from the tracking guide linked above).
A corollary to this is that sig radius has no effect when stationary. I always used to think that the multipler was applied to chance to hit - due to the description of how it works - so that a sniping battleship firing at a frigate would always miss at least 90% of the time. However, it ain't so - if the target is stationary, the 10x multiplier is applied to a zero transversal which still leaves zero, and so the frigate gets hit every time for battleship-class damage...
