So there I was with my 2nd acct, preparing to warp to a mission when I see on my overview a flashy red with a pirate tag. Then it disappears. Then appears. Then disappears. I pan back towards the station when the red reappears. Seems he is docking/undocking. I was going to lock him but then I start wondering, why is Concorde not firing on him? Will they fire on me if I shoot at the guy? So I watch. The pirate is in a Domni and finally he undocks and warps off. Not a insta warp, but a slow reverse direction warp off. All this time I am waiting for Concord to do something. If they were shooting at him he must of had a really superb tank as he safely warped off. I checked his standing and it was -5.0. So the question is, how does a lo sec. pilot get into 0.8 space (no lo sec systems next door)? How could he manage warping off from the station without Concorde scramming him (yes, Concord ships were at the station)? Anyways just curious as to possible explanations.

You are invulnerable after you undock until the timer runs out, or you move/get bumped, it's quite easy to move around in high sec in a fast warping ship as an outlaw.
It's the Navy that shows up to kill you, not CONCORD, if he had agressed someone he would die 100% of the time, or risk being banned.

I see this too sometimes... they can dock, shop and get out of there. The navy isnt on them right away. ---

The way I understand it, the navy shows up when you first enter the system. In a domi one would be able to kill the wimpy navy ships then go on about his business. -=^=-

With Istabs it is, it's luck of the draw whether the navy gets you, sometimes you can make it through with a battleship, other times they somehow manage to get you in a shuttle.

Another point is that sec status is rounded up: He may be only between -4.91 and -4.99 sec status, he`ll flash red to you, but won`t get hit by the Navy.. ---

Nope. -4.5 are agressed by navy in ALL systems. ----------------------------------------

Apparently few people (outlaws included) actually know about this. However its no problem at all to kill the faction police and afterwards you are free to just stay there. Of course as mentioned you get permajammed which complicates things a bit. But drones (and probably fof missiles too) are enough to kill those npcs.
It happened to me accidentally. I was not careful and jumped into a 0.5 and was attacked (in a t2 cruiser ). I thought thats it but still released drones and started tanking. It took a while but the drones did their work and thanks to cap injector i was able to survive.
After the npcs were dead i just sat there in a 0.5 for at least 10minutes scratching my head. They didn't respawn and i just left the system again - so i can't really tell if they respawn after a while or what happens after docking etc. But with a well tanked drone boat its not a problem to get in at all as it seems. Your observation on the domi would pretty much support this.
Also i was lucky that no on was there to attack me. I mean with all that jamming and npc-dmg an ibis would have killed me probably. Suffice to say i am very careful now and it probably won't happen to me again.
On the other hand the fact this is so very little known among the community always made me think if there was a good way to exploit it i.e. for some hisec piracy. However the fact that you are outlaw really makes you vulnerable and if your mates are attacked you won't be able to help without being concordokkened. I guess i'll stay where i can fire back (or first ^^) at any given time without too much hassle.

Out of curiosity you didn't check the wrecks for loot? Wonder if it is just regular loot or something a little nicer?

Navy only comes when they have -5 standing to the faction the space belongs to, CONCORD comes when they have a 'real' low security status, below -4.5 even in a 0.5 system so CONCORD should have showed up in this case.

Banned for using an exploit. You attack someone in high-sec you must lose your ship or it's an exploit. ------------------

Unfortunately not. I was lucky i was alive and just tried to gather my senses. It also seems i dont have the screenshot i made back then.
In order to check about the wrecks i tried to reproduce my experience on sisi. Interestingly it didn't work out. The first time i was attacked by 2 bs and 4 cruisers. I tanked them just fine but they kept respawning and eventually i ran out of cap charges and died.
I tried it another time with a setup that would sustain my reps permanently and this time they killed all my drones. I could still tank them though without issues and had ample time to return to gate.
Of course this is very different from the original incident i described. I did a third test in the same system where it had happened. This time i didn't enter the system in the ship but rather undocked it from the station. This time 1 bs and 2 cruisers showed up. They all respawned but didn't attack my drones.
I don't know if i have experienced a bug or if something has changed since then. However i digged up a somewhat older post from c&p where someone describes how he did it.

After all i am a bit puzzled. However if it was a bug it was the best bug that could possibly happen because it saved me lots of isk.

I really don't understand how this thing with Concord works... long time ago i accidentaly killed someone in a frig in the Balle asteroid belts (it's 0.5 sec). Snowballs were still functional by then, and i had fitted one in the upper right slot of my Ishtar, and i thougt, let's have some fun. But i clicked a few m.m. on the left (that was a railgun unfortunatelly). Immediatly concord arrived and started to shoot me... i figured, what the hell, kill the guy anyway, i am gona loose my ship one way or another... I killed him (i also sent him 1 million isk for the loss of his incursus), i called back my drones, and still i was not dead... The ship had terrific resistance and a 1600mm plate... so i thought i should warp... And i did warp, i was not scrambled... only that i warped to another belt... i should have chosen to warp to the station... When i arrived to the other belt, concord was waiting for me there... with even more ship. They hit me hard, and some seconds later i was dead (the only good part was that the noob i killed, didn't know the location i died, so 15 minutes later, i went and took the modules from my own can). The fact here is that i had enouh time to kill, to call back my drones, and even warp... and live even longer after the warp... Suppose i had warped to the station and made it in it... would that be an exploit?

I was killed in a .4 system. I went back with a ship and attacked the person who got me. I was losing, so I warped to a jump gate to get out, but when I got to the gate - I was killed by concord. Then the person I attacked showed up, and podded me...
How the hell does that work in a .4 sys?

You initiated a new fight when you got back again. The reason you got killed.
