I heard that there is such a thing as pure -1.0 systems. These systems are supposed to boast finer mining and ratting. Now, EVE only shows 0.0 as being the lowest security level for a system. A friend of mine told me that there is a site that shows what systems are truly -1.0's. Does anybody know about this site, and would be willing to point me there so I can check it out?

Truth be told, the only thing the security index has a major effect on is the rock present. Spawn rates, the types of NPCs you can get, etc, are not completely tied to the security index. For example, theres a -1.0 system next door to where I NPC; I don't go there because the system I use has consistently better spawns. This isn't the signature you're looking for. Can you tell me where to find the one I am looking for? -Kaemonn |

the best -1 systems have 20 or more asteroid belts, 1 or 2 ice fields, lots of deathstars, and a refining outpost ; ) |

It does have some sort of effect. You can rat in -0.5 for weeks and not see anything better than a 1.4m isk rat, go lower down and you get them very often.

Couldn't be more wrong.
I've ratted in quite a few -1.0 systems. If you 'cultivate' the spawns, you can consistantly get triple top tier (1.85m ISK BS) rats, all day long. These level of BS rats and these types of spawns simply don't appear in higher sec areas.

Theres actually a little bit more to it than that. Security status dictates the quality of spawns you get in non-NPC Pirate sovereign regions. The lower the sec status the bigger the NPC rat you can get and also the bigger the commander you can get. With scalding pass as an example the lower the true sec status of the system the bigger the rats you can get. The quality of the commander you can get in the system is dependant on the quality of the normal BS rat you can get from the sec status. I believe it is also possible to get officers in non sovereign regions although most likely limited to -0.9 or -1.0 true sec systems. I haven't personally found any outside of pirate regions since -1.0s tend to be permanently ratted by region owners.
Pirate NPC sovereign regions seem to completely ignore this rule though. You can get the biggest NPC rats in NPC sovereign regions (not just systems) regardless of the security status. Taking Fountain as an example you can get officers in any system in fountain, I picked up Brynn in a non sovereign -0.3ish system, and triple 1.85mil BS spawns all over the region. Although Fountain doesn't have Serpentis sovereignty all over, the whole region acts as if it is for NPCs. The same would apply to curse, stain etc.
