I've been thinking about this for a few days and come up with a suggestion based on experiences with ISK / Gold Selling spam from a few different games. One of the biggest issues I see with the ISK Selling market is the advertising messages being sent either via ingame mail or spammed through public / beginner corp channels. One of the easiest ways to block text from a certain character is to use the Ignore feature, this works fine when used on full time players however most all of the advertisement spamming characters are disposable that are made and deleted and remade with random names so it's hard to consistantly block them via character name.
My suggestion is to have a beefed up text filtering system that can block / ignore characters based on keywords and phrases rather than character names. This would likely have to be a client side filtering process to scan text sent to public or beginner corp channels but not private corp chat and could probably be added to the ingame mail system also. The filter itself should be based on two lists, one would be for users to add in keywords / phrases they see fit and one should be hard coded by CCP.
Perhaps the hard coded list could filter all outgoing text so if someone tries to send a message with "bad EVE text" it will be blocked and never sent (maybe logged somewhere for CCP to use later). The user custom side could work at filtering all incoming messages and work like the current Ignore system, so if someone writes a message with "bad User text" that message would simply be blocked from view.
Basically I'm suggesting there be some way of filtering key text to thwart the ISK Sellers in their advertisement campaigns. It would be much more effective to block someone trying to say "www.eve-online.com" or "www DOT eve-online DOT com" and so on and so forth (note: using www.eve-online.com as an example website, obviously the real filter would be used for gold selling websites and other text) than it is to try and block each character advertising the same website over and over.. stop a ISK Seller from telling you the name of their website (and other keywords / phrases) and stop the spam?
So many times lately I've seen...
"Maple1441 -> Buy your ISK here at www.EVE-ONLINE.com!"
Then maybe an hour later or less, after blocking and reporting Maple1441, I see..
"Maple5123 -> Buy your ISK here at www.EVE-ONLINE.com!"
If we could block by keywords and phrases like the website it'd give them less and less option for advertising .

I totally agree that some kind of text filter would be a good idea.
Not knowing how the chat traffic is actually handled I suppose it's being sent from the player to the server and there relayed to all people in the same chat.
In that case CCP could also use a watchlist containing works like "buy ISK" or the sorts and block those messages and also increment a counter on the sender. When a certain value is hit, have a gamemaster look into their chat history... Maybe include their IP's and ban it too if it sums up to a lot...

Only thing is, people use those words quite often. The best suggestion here is to allow users to block messages with certain keywords such as the website.
