In addition to the usual security hit, remove all skill points from the offenders' highest trained skills.
In the case where that prevents them from flying the ship theu are in, they must eject to get back home. This gives their victims a chance to pick up new ships.
End of problem.

that would imply there is a problem, and from what I read from the devs it is intentional... the only problem I see is unwillingness to accept what the devs want the game to not have a "safe area".

Not at all. It would simply make it unsafe to gank in empire. It would add real risk to the possible rewards.
Why should it be safe to gank in empire?

That is not a risk - that's a penalty.
Besides - you really don't seem to understand, that this is not "Hello Kitty Online". The possibility of high-sec aggression is fully intentional.

No, you don't understand. Currently empire gankers risk nothing. They get reimbursed for their ships and can always kill a lot of rats to get their security status back up.
This would add real risk to their gank. They would stand to lose something for their attacks on people who have done nothing to them.
Empire ganking is all rewards and no risk. Removing the highest trained skill of a ganker is just balance.

This game is a bit like real life in many ways. Some may say the market being so open results in speculation games and other forms of market pvp. Others may say that Alliances in this game are modeled after real alliances.
What is known, however, is that someone can play the "terrorist" and blow up any ship in high sec. Mission Runner pimpmobiles, Freightors, haulers whatever - Someone can do a suicide attack and kill it if they perceive they can have something to gain out of it. Or they can do it for a laugh.
You cannot stop them, and in fact - it add to a bit of danger to this game. Which is a good thing. --

I don't like ganking but it is part of the game and if this was to fly (we all know it won't) then ganking would stop all together. In Theory. And of course this would change part of the gaming experience.

They are... Or, at least they are, until you undock into a gank camp. Then the blood really starts to flow with excitement.
Anywhoo... as for the OP, yes, as somebody else has pointed out, the proposed loss is nothing but a harsh penalty. We, EVE pilots, are not meant to be totally safe in high-sec. Only safer.
Personally, I would not want to see high-sec ganking to be effectively removed from the game, as your proposition is aimed at. Just make it so that you loose your insurance payout if you are Concorded.

Removing peoples highest skills wouldn't punish hi-sec gankers, they would simply use disposable alt acounts that didn't have any skills worth losing.
And anyway, everyone seems to think that hi-sec is supposed to be safe, CCP have never said that hi-sec is safe, its not meant to be safe, only safer than low-sec or 0.0...
The whole reason pirates are hi-sec ganking, is simply because they are making a profit out of people who don't have the sense to protect their assets when flying through space, if people acted smarter then the pirates wouldnt make any isk out of it and therefore wouldn't do it.

Let's cut to the chase: rather than CONCORD popping one's ship, CCP hire someone to kill a family member. If you keep doing this until all your family are dead, then eventually you get killed.
Oh, and the thugs take all your stuff and give it to the the guy you attacked as compensation.
And he gets to have your girlfriend too, I guess.
THAT will put a stop to it!
CONCORD provide consequences, not safety; only you can do that. |

So I guess you havnt heard that CONCORD is targeting and jamming drons on the test server now....effectivly removing the Domi from the Highsec gank ship that it is.
So I guess you are wrong on both accounts. There is a problem, and it is being fixed.

Happened to me yesterday when I had to go afkfor a few min. My omen met a megathron, we both got our insurance money and one of the megathron's buddies probably ran off with my 230 or so datacores with an estimated market value of about 300 to 500mil isk. Only found out those datacores were that valuable after the gank otherwise I would have flown something a bit bigger. Well we all have our noobish moments, I just had to wait nearly 3 years for mine.

This argument is to terribly flawed its not even funny.
If the ganker doesnt have any risk, and no penatly because he can rat to get his isk and sec stat back, so can the person who is ganked go and rat to make their lost money back. So no risk for them either eh?

Pffft call that a solution!!!! Sentries/Concord/navy should kill everyones ship (except shuttles) so in 0.5 - 1.0 you can only use pods or shuttles, sorted!!!
No more empire ganking and low sec will be used more
