Anyway, I'll start with quoting the description :

The problem is that even at level 5, damage slips through into the armor.
Ok, that's the end of repeating what's already been said a gazillion times, here is the new stuff (well some of it should be somewhat new) with my theories about the problem :
Theory 1 : It's designed for damage to leak through, it's just that at lvl 5 any extra leakage is removed. (This theory comes from that I believe the same thing happens to the hull when the armor is low)
Theory 2 : It's accidentally stacking penalized.
Theory 3 : The bonus is accidentally reversed. This should be easy to verify by changing the uniformity bonus from 5 to -5.
Theory 4 : It's not really broken, it's just that ppl who report it to be broken shield boost at the same time as the armor takes damage.
Theory 5 : Instead of 75+5+5+5+5+5 it's 0.75*(1,05^5), which would result in 0,957211171875% chance that damage won't leak at lvl 5.
Theory 6 : Division by 0 causes the chance for damage to leak through to be infinite instead of none (this would probably cause the game to crash though so I doubt it).
Please add more theories (but no flaming etc this time please ).

Theory 7: In early ago skill was working, but CCP broke it to create a "skill time sink" to keep players in game.
Theory 8: Devs / GMs think "yeah, I know it¦s broken, but I do not care, since I have all skills in the game and ships do not cost nothing to me when I lost it"
Truly sorry, my friend, but I¦m really ****ed with this.. It¦s broken for years and CCP still do not do nothing..

Theory 9: I think they have implemented a fix on this, I saw a GM testing it on a Raven today while setting the skill to different levels and it seemed to work if I'm not completely wrong.

Or try it doesn't work and shield tankers are better off that way. Read the countless threads on the issue. Although it may be a pain in the butt during missions, you are better off (slightly) if you have dmg leaking through.
