I;m minmatar. Interested in solo pvp. small group combat. where should i be heading, spec and ship wise? also, are gallente better solo pvpers than minmatar?

Depends where you are. How many skill points do you have and what kind of char are you so far? Assuming you are a comparative noob the obvious answer is probably Rupture and then Hurricane. Get T2 med autos and arties ASAP - this is a crucial point for successful Minny PvP. Between autos and arties bear in mind that auto will give you higher DPS while arties give much better range and alpha.
However there is a fairly clear distinction between Minny tanks. Either shield (either active or passive) based tanks such as Stabber, Cyclone, Jag, Vaga, Mael; or armour tanks on Wolf, Rup, Hurricane, Tempest. The Cyclone is not heard from very often these days, but I had some of my best times in game in one.
Train for T2 projectiles as fast as you can - they make all the difference.
I'd go Rup - Cyc/Hurri - Jag/Temp (important decision point this - Jag is loads of solo fun, but Temp is most effective small gang damage dealer)Vaga...and then the Recons and/or Sleipnir.
Just a suggestion.

I'm just going to say this. It'll be at dead-minimum 6 months to PvP effectively solo, unless you go and pirate industrials/miners (and even then you can be caught and killed by players with far more skills and far better ships than you).

Vagabond is one of the best solo PvP ships in the game because it can escape from almost any fight it can't win. Start training towards it and you'll be going down right skill path as all the HAC pre-requisites are foundational skills anyway. And as previous poster said yes T2 turrets and good gunnery support skills before you go for the actual T2 ships in my opinion.

I won't go into detail about Gallente v. Minnie, they both have their advantages. Google it and see what you find.
For starter solo/small gang PvP, your best bet is the Rifter. You can try to speed tank it or fit an infinite repper setup; the latter would go something like this:
3x 150mm ACs (i.e. autocannons) w/ EMP S 1x Small nosferatu 1x Fleeting progressive scram 1x Langour web 1x Med named shield extender 1x SAR II (i.e. small armor repairer) 2x Cap relays
With the nos on, you should be able to rep forever if an opponent breaks your shields. You could also drop the extender for a cap battery and put passive resists in the lo slots, but I prefer the buffer HP the extender gives.
To pick targets, remember that your greatest assets are speed and size. Cruiser-size weapons and larger will have a hard time hitting you if you orbit very close (500 m) at your full speed. Since your ACs have good tracking, transversal should not be an issue for you. The only thing to watch out for is drones, these will eat your frigate in seconds if you're not careful.
It's not harmful to train Gallente as well, but for now the Rifter is enough for you. If you have the skills and wallet, upgrade to a Rupture when you're comfortable in a frigate.

You're wrong.
I started a trial account to test this, and was killing battlecruisers within the two weeks. Well, ok it was _a_ battle cruiser, but it did die. Cruisers were even less of a problem.

You were killing noobs who didnt have enough skills to fly a bc efficiently. You can allways find easy targets in low sec belts but then again thats not real pvp.

untill they get nerfed the new mass addition modual if they get into the game will aparently kill the vaga for solo PvP
