How often does the NPC market "tick" as in shift prices back after a transaction. Is it at a set time for all NPC orders, a set time period since last interaction, or is it at down-time.
I recall it used to be at downtime but was changed due to popular demand.

Due to a difficult to trace bug NPC prices were jumping all the way back to their default values at downtime. Now they shift back towards the default in stages, often at downtime but not always, with one change every 24 hours or so. There is I believe a random factor.
Here's an example graph: http://www.daisy.freeserve.co.uk/eve/poly_price.gif obtained by putting a large stockpile of Polytextiles up on a Sell Order at an NPC station that buys in small quantities. Following a sale the price falls, then climbs back. The change is less as the default is approached, using perhaps the same formula used for speed or cap.
The dilemma for the seller is that higher selling prices result in lower volumes.

As far as I can tell NPC vendors stock work like this:
There is a base buy/sell price for their orders
If buy up the entire stock of a vendor, they will restock and raise the price. If no one buys from a vendor for a certain amount of time (don't know how long, maybe 8 hours) the price will recalculate after the next sale. So to get it to recalculate you buy one item, then suddenly the price drops. Then you buy your lot and wait again for the vendor to "restock". If you keep doing this without interference from other people you will be able to buy the NPC item for cheaper and cheaper each time.
The exact opposite works for NPC buy orders that you are selling to also.
I don't trade anymore, but I made a lot of ISK doing this with Vitoc. <sig>
