I'm not getting smooth images in my game and my video card is crashing. I just had the card installed and it's working like crap. What gets me is that they didn't charge me to install it but it's really not working right... Is there anything i can do to resolve this?

Can you provide:
Your full system specs, particularly your graphics card and PSU. Temperature monitoring information, preferably for the graphics card directly if possible. Driver versions. Do you get the same problem in other games? The full spec of your old graphics card (I assume you didn't get the problem with that)
If you can give some or all of the above then I might be able to help but those images really tell me nothing other than there is a problem.

It does this for every game, I have the latest versions for DX 9.0c and I downloaded the recommended software for the Card directly from EVGA Website.
My graphics card runs at 58 degrees celcius without playing any games. It crashes when Graphics card hits 69 degrees celcius.
The exact card I have from newegg.com EVGA 512-A8-N559 GeForce 7600GT 512MB 128-bit GDDR2 AGP 8X Video Card
I also noticed that every other customer review complains about the heat this card puts down...
I just need to figure out what I can do to cool it best...

That's way too hot, it shouldn't run above 60-70C ever. Get a decent cooler or return it to the place you bought it from as faulty.
Also, for downloading drivers, you should use the NVidia Website and not a 3rd party manufacturer's website with probably outdated drivers.

Someone on forum suggest to enable VSync for EVE. It theoretically should slow down EVE rendering and offload Your graphics card. -- Thanks CCP for cu<end of sig> |

Yet in practice, when waiting on vsync, cpu and gpu are not yielded, and are still at 100% usage.

Yeah, sounds like you're overheating.
If you don't have any case fans then get a couple and/or replace the cooler on the card with somthing like this.
If you go for replacing the cooler then make sure it will be compatible with your card and if you screw your card up fitting it then it's not my fault!
