It's this:
When you are engaging in small, medium or large battles, what do you pay attention to?
The scanner? Local or Corp Chat? TeamSpeak? (or whatever voice communication sofware you use) Your modules and ship readouts? Or the 3-D graphics?
Perhaps if a new tactical overlay or UI was introduced the load on the servers could be reduced. When I have been in battles the last thing I pay attention to is the visuals. Im only interested in my scanner, modules, and range to target. I would easily give up 3-d visuals during battle if I could have performance.

Overview (which you neglected to mention), ship readouts / modules and teamspeak are for me the most important things in a battle.
I also pay attention to whats going on around my ship / where my fellow players are in relation to me.
Last thing I want is to bump off someone when I'm trying to warp off.

Like he said, you lock from your overview usually and set it up to show the information you want. Get good at switching things on and off (like display drones or not).
After I get the lock (guns are almost always hot) then I look around and see if I am missing anything, spin the camera around, check the scanner. The action that is happening on the screen can be seen 'through' the overview.
As far as chat windows are concerned 'gang' and 'local' are both open. And TS is key. Typing in combat is a big no no unless its a huge fleet op where things move slowly anyway. Otherwise, its quick info coming in and you making descisions based on that info.

TBH I try and pay attention to everything in a fight :S who wouldnt :S
Overview, locked targets, health bars, gang mates health bars, cap left, cap charges, module cycles, ammo left, drone health bars, gang broadcasts, enemy ship movements, ship effects (in smaller gang, ie: xxx is neuting), scanner and of course teamspeak.
You dont need particularly fast micromanagement skills to play EVE so there is not realy much excuse for not keeping yourself aware of everything, plenty of time sat watching your screen ;)

It actually depends on what your position is within the gang/fleet.
FC-Local count, actual engaged targets, short range scan, gang member's ship status, a million other things.
Covops/Scout-All above
Shooters-Called targets for focus fire/EWAR
This of course presumes voice comms.
The tactical overlay ingame is actually quite handy.
And I like to see missiles firing, guns blazing, explosions and the rest. It is a game with graphics meant to be enjoyed (although I cannot remember the last time I had the sound on ). Otherwise you end up playing a graphical spreadsheet.
Is graphical a word?

In a big one: Teamspeak, gang chat, overview, shield/armor status, number of rounds left in my guns (I've let them reload and forgotten to reactivate a couple times LOL )
In a smaller fight, add local count and scanner to all that.
