I can only answer with hypotheticals as this particular topic hasn't been properly discussed within the board. Obviously it is a win/win situation for EBANK but I still want to chat to the guys about it. Before I answer your questions I will explain why it needs considerable thought.
There were 2 main reasons the EBANK had the initial 15b cap on PHASE1.
1) To ensure EBANK was profitable with each checkpoint it reached, and to ensure interest and employee's could be paid as well as the EBANK making a suitable profit off capital to justify it's existence.
2) To assist the public in placing their trust in the EBANK, knowing it isn't a 1 man show, it isn't somewhere where my disapearance causes everyone to lose everything. Most notably to split risk between reputable characters, and to ensure in the event of a high profile scam/disapearance, that the loss would be minimal, and preferably one that could be covered by EBANK so operations could continue.
So, with non-interest accounts, point 1 is a non-issue. If anything it allows faster PHASE advancement due to a higher capital:usage ratio (earn more money off more capital with lower repayments). But with point 2 those limitations cease to exist. Nothing stops the EBANK hitting 50b tomorrow, or 100b by the end of the week. We, as a board need to consider these variables before unleashing these accounts, and we need to determine security checkpoints in advance if things are done in this way.
Initially the plan was to determine securities as they were required, but this isn't suitable if non-interest rates aren't allowed. Once the board have made their decision, I will advise on the "price" on my head so customers know how much of a hand I have in things (how much customer's isk I have access too). I expect this to be somewhere between 20-100b, but will refuse anything above 100b. In my opinion I believe 100b is the hard max that should be entrusted to any one character.
Anyway, the Board will decide on this, and I will report on it 2 days from today if I can get a good response from them.

I would like to see this functionality, kind of a queuing system of sorts, but that might be a little further behind in the coding process. Either way it is a non-issue for the next few weeks at least whilst no new phases are actioned

Number 2 above is the only reason I see to have maximum's on these accounts, but rather than restrict the customer I prefer to restrict the banker, so I would like EBANK security and risk management handled as a priority. Once this process is in place, I say go nuts, send as much or as little as you want

But whats the point of having funds in a full access without interest account, when you can have them in a full access with interest account?
BTW: I work for the ISP in your sig . And with that IP address listed, I see far more about you than any online IP pool could do

Security against scamming for an IPO much like your guaranteed 50% of the IPO price in case of scam for some IPOs.

Typically a secured loan means that you secure 100% of the loan with collateral.
If you need a 95 million isk loan and you have a battleship, the battleship could act as security. Recently, EBANK has been taking Shares as security.
Consulting, IPO Template, and Stock/Bond definitions.
