If there are any prerequisites for systems to fulfill in order to earn a security promotion, what are they?

This is a very good question if you ask me, while on this topic, is it possible for a system to get demoted? For example, from 0.5 to 0.4? due to low activity or something else?

That had better not happen. Low- and no-sec outnumber high-sec systems (approximately) 7-to-1. (Rough guesstimate.) Maybe when low- and high-sec systems reach parity with each other (same amount of both) might we then be comfortable to start demoting some.

Sarum Prime used to be a .4 system, I believe. There were probably others like it a few years ago. About a year ago, a bunch of Empire 0.0 systems were turned into 0.1 systems because they confused people by not acting like other 0.0 space.
Fictionally, a system's sec status is represented by how much Navy presence is in the area.
In actuality, the systems change sec status based on game play reasons. Sarum Prime is a pretty major pipe through Amarr space and having a low sec system right next to the main Amarr system didn't make much sense. -----------------------

So you're actually angling for more high sec?
Definitely not, what we need is lots and lots more lows sec space.

Didn't CVA and other amarr RPers get an entire region changed from 0.0 to lowsec because of their anti-piracy efforts and all their work in trying to return the region to the empire?

I think that the confusion comes from the days when systems were actually mathematically calculated out for rat loot drops. The security system number isn't actually the real number calculated, but infact the nearest whole number, e.g. the system afore mentioned being 0.0 and then being "promoted" to 0.1. In reality, it was probably never a 0.0 system but labeled 0.0 because of a rounding issue, so it acted as low sec and not lawless space.
As for "demoting"/"promoting" of systems, I think that that has more to do with game development than anything else. Other systems may have been altered, but when the game first came out, corps like m0o turned empire in to a hell-branded cornfield complete with scroched earth and everything. Things have change TONS since then. The only time one could forsee system sec changes is if they change bottlenecks or system routes. That seems to be the only real time that this sort of issue really comes up.
