Due to the very low supply (rare moon mineral), this character pretty much has a full monopoly on this material very important for tech 2 production, gouging tech 2 producers. My question is simple: Is this against the rules? In real life, there are laws against the companies that try to monopolize like this. If not against the rules, then how is this going to affect the tech 2 production in game?

EDIT: This character is the only character with sell orders in all EVE !?

Fair enough, but I'm not sure that demand/supplie ratio will really work in this case if he is artificialy controling the price. All of the 500k Dysprosium worth 11 bil isk on the market is in his control. I'm not sure that the price in this case will be controled by the natural demand vs supplie market mechanics. He is the only one controling the price.

This is not real life. There are no rules against this. Price gouging is going to happen until someone in the area figures out how to beat this person.
Until then...go elsewhere for your dysprosium if you can't deal with it.

Like where? This is Jita I'm talking about, there is no other place to buy Dysprosium, like I said a very important mineral for tech 2 production. I have two choices, pay whatever he thinks I should pay, or stop producing.

True, but if someone is capable of taking a control of one item/material then CCP should seriously consider increasing the available amount in game.

Either 1) he doesn't have as good a monopoly on this as you think or 2) you are incredibly stupid for telling people and not buying it all out yourself and taking the monopoly.
If you're too poor for 2 then that's your own problem and you can pay his prices. Deal with it.
I happen to know it isn't as easy for him to maintain his monopoly as you think it is though.

Honestly there are any number of ways to get around the problem you stated... the fact that you can't figure them out does not mean there aren't solutions. I would humbly suggest that perhaps trading isn't for you as you seem to be avoiding thinking for yourself. Like the other replies, I'm not going to hold your hand either, but I'll at least tell you where your problem exists.
Stop thinking in terms of you need dysprosium (or anything else on the market). You don't. Ever. My wife has the same problem distinguishing between want and need in RL
Now look at the state of the dysprosium market in whatever region(s) you want to work in and try to come up with a way to make money off it. Keep in mind that there will be more than one answer, choose the one that suits you best. Also keep in mind the primary and secondary sources of ALL profits in Eve: people want (but don't need) shiny toys, people are lazy (not necessarily in that order).

I dont trade, I build and to build I need to buy material I dont have/produce. There is no Dysposium market, one person owns it all and there is only one place you can buy it. I dont have a problem to pay for it, but dont like being 100% gouged everytime I need some to build. He is artificialy increasing the price 100% per week.

Price gouging is not illegal in RL unless it is on an "essential" item. You are fully allowed to gouge on any item that is not required for survival in most cases, unless special laws have been written regarding that item or item class.
If it were illegal to gouge then a lot of markets would disappear very quickly.
Price-fixing, on the other hand, is illegal. You are now allowed to collude with other companies to agree on a price to charge for an item and to not lower your prices below this point. This is not what is going on here though. Tanking Setups Compared

Well I'm glad you gave up trolling and you came up with a valid point for this discussion. Question is, what is an "essential" item in RL or in this game? If no tech 2 item can be produced without Dysprosium, is that an "essential" material then? I don't understand why do you think that gouging the price of Dysporsium is ok, eventually everyone will have to pay more for tech 2 items including you while this guy is getting rich? Unless its in your personal interest....
