I didn't read every proposal in this thread, so there might already be similar ideads, but I made my own thoughts a while ago how the sovereignity system could be changed to be a bit more fun then the current one.
I always tried to think of a system that would prevent blobbing as far as possible, but still give the defender a bit of a advantage. So here what my Idea is:
There are two new Control Tower introduced:
1) Sovereignty Control Tower Only one of these can be anchored in a system (in my thoughts at the sun)
2) Sovereignty Satelite Tower Only 5 of these can be anchored in a system (like a normal POS at the moons)
If you want to claim sovereignty in an empty system you first have to anchor a Sovereignty Control Tower. Second you have to anchor the 5 Sovereignty Satelite Towers and link them to the Sovereignty Control Tower. Only one of these Towers can be anchored per day. So you need around 5 days to claim sovereignty.
Once all Towers are linked togheter, the Sovereignty Control Tower gets immune to all attacks (and with it also the stations in the system if there are any present).
Now if an attacker wants to kill the Sovereignty Control Tower, he first has to reinforce the Satelite Towers, before the Sovereignty Control Tower looses its immunity and can be attacked. A Satelite Tower is reinforced when it looses all its shield, then the Sovereignty Control Tower transfers part of its immunity to the Satelite Tower, which will make itself vulnerable after it has to transfer its energy to 3 towers.
I think the Satelite Towers should have around the same amount of HP as the current large towers. But if an attacker manages to place a person at every Satelite Tower at the same time with an actived hacking module on the Tower for about half an hour, all the Satelite Towers loose their shield immediatly and so the towers go into reinforce mode. (The Sovereignty Control Tower will send an alliance mail that an hacking attempt has been started when the hacking modul is activated on the Satelite Tower)
Now the Strontium comes into play, the more strontium you have in your tower, the faster the shield recharges again. After the shield is back to 100% the Satelite Tower is back online. If no Strontium is in the Tower the Shields will take a whole week to recharge. But I think there has to be some testing and balacing beeing done that the attacker gets a big enough time window to kill the Sovereignty Control Tower.
Of course it is still possible to just blob the system to death to kill on tower after an other, but it is not as easy as the timewindow to kill the Sovereignty Control Tower will not be very long because it will need much time to reinforce the Satelite Towers by brute force and so it might be an better option to use 5 smaller gangs at every tower with a hacker in the gang to reinforce all 5 at once.
Like this, also relativly small gangs can terrorize the defender, and if he will not undock and defend the small gang can simply put some hackers at the towers and try to reinforce them. If the defender still does not want to defend his system he will loose isk as the Strontium gets consumed and risks that the attacker might even attack his Sovereignty Control Tower in the meantime.
I think this Idea overall still favors the defender, but will make smaller gangs more usefull to terrorize a defender, and even costly if the defender does not care at all to engange the enemy.
