To improve the ability to overheat your high slot mods, this will help ships that are tight on fitting but that hav used up all availble weapon slots to get that extra damage form overheating .... for longer 
sounds like a great idea to me, but its prolly been suggested before and shot down by some number crunching EFT wasters

I'd make it a lowslot with an midslot variation that requires some cap and more cpu but is more effective (like with tracking comps)
That said, the general idea of heat is great but it needs more related skills / modules. How about a skill that increases the boost that you get from overheating things by 5%/lvl in addition to active and/or passive modules that decrease heat damage taken by mods, or allow you to repair other mods in space.

I dont like it because i dont know of any amarr ship that has the CPU to fit it, right now my two geddon setups leave me 3.5 and 0.2 cpu respecively. Any highslot mod would take at leaste 20CPU, i would have to downgrade to t1 tank to get enough CPU. Then when i overheat i have a choice of boosting guns or boosting tank. The guns would help but i would have a t1 tank, boosting the tank would mean unboosted DHP II and a t2 tank. -------------

Having it in a mid would gimp Amarr even more and there are enough mods that fit in mid slots. Fitting it in lows would take away from the defensive nature that heat is supposed to be used in. So highs make sense. Also, most ships have 'utility highs' which this kind of mod would do well to fill.
Personally I think its better as a high slot heat sink for all overheating that breaks before your mods overheat and break.
Its only a matter of time before such a mod is introduced. -----------

I don't want to see a geddon or tempest fielding a bunch of these and permanently overheating everything :-P (assuming you make hi mid and low variants)

If this module makes it to TQ over-heating will definitely be something to explore , especially on the new 100%-damage-to-weapons ships (ie, Marauders, Nightmare, etc)

This facility already exists - put offline mods in your highs, and you have radiators.

Granted, I'm assuming this new module would be able to outperform an offlined high slot mod. But if it's good enough to keep heat under control (with minimal to no damage) then it may be possible to safely overheat items for longer periods of time. Think: 1 Radiator I = 2 (or 3!) offlined high slot mods . This would be awesome on Marauders since it would increase DPS AND still manage to keep high slots available for other stuff.
