Right now, schools (particularly inner city schools) have more trouble keeping their kids under control. Some of the material teaches problem solving and critical thinking but if you cannot keep the kids in their seats, they aren't going to learn.

The problem is lack of parental control and discipline during the child's early years of growth.
Too many parents either ignore or spoil the child, basically just letting them do whatever they want.
