What does an orange circle signify in regard to skill requirements for a module i'm looking to install?
Is there a skill tree i can download to see the path of skills available?
What does the iconography next to the name of a skill i can train mean on the character sheet?
I want to train Hull Upgrades and there is a green tick next to the skill and it seems to say i can train it, only I can't. Is there a preqrequisite I'm missing?

It means that you have the skill but it isn't trained to the appropriate level.

Yes, orange circle means you have the skill but it isn't trained up to required level yet.
The 'green tick' in the market window means you already have that skill learnt to at least lvl1. You can find the skill from your character sheet to set training to it to lvl2 and beyond, up to lvl5 (which, for hull upgrades skill, you'll eventually need).
Get all the skills you can in the Learning section, then train them up to the prerequisites of the rest of the skills in the Learning section. Continue until you have the most advanced learning skills to lvl3-4. These speed up training times on all other skills (that are dependant on the attributes the learning skills enhance). Do this first to lvl1-2 as you play, then start leaving the skill training on them overnight/during work, and train combat/fitting/etc skills to lvl1-2 while you play.

And in case you haven't realized it yet, you must buy any skill you want to train from the market. Though once you have it, you can keep training it to max.

Maybe I was the only newb to have ever thought this, but way back in the day (I believe right after I got into my first destroyer) I said to myself "gee this ship is great, I must have all the skills I really need at this point". So I stopped training skills for like two weeks.
Don't do this.

Download EveMon and take a look at it. You can pick a skill, item or ship and it will show you the required skills to train and how long it will take. Will even suggest learning skills if it will reduce the overall time it takes to learn the skill.
