First, the problem: You can't PvP much in empire space unless you create wars. It's just too cumbersome for those who just want to have some quick fun. Non-empire 0.0 space allows that kind of PvP, but it has one huge drawback - lack of stations. All the 0.0 stations are already controlled by powerful alliances. Those stations become choke points, and the map is designed to have gate choke points. ItĘs too easy for alliances to control that space. So people who want to enjoy casual PvP are forced to join them or stay in empire space.
Solution: Expand the map by creating a new layer of regions, insert them between current 0.0 space and current empire space. Important properties of these regions are: 1) This new layer of regions will be entirely 0.0 2) They will have stations in 90% of the systems. 3) Because of such station abundance, there shouldn't be high end ores. Just put the same ores are empire 0.0 space. 4) No choke points between empire and this layer of regions. No choke points inside these regions. However, keep choke points between this layer and the old 0.0, for alliances to play with.
This special layer will allow non-alliance players to enjoy classic PvP. Of course, player alliances will try to take over these regions, but it would be hard because there would be no choke points to camp and the abundance of space stations will make it easy to hide.
I would gladly try much luck in such regions.

Come on people, this idea doesn't hurt anybody. People who like empire space can stay there. Alliances can have their old 0.0.
These new 0.0 regions with many stations and no sentries will give small corps and freelances more opportunities.

Danton I so Agree with you! GO to Syndicate. As far as I know theres no alliance bigger than 20 ships there. and that one is so deep in that it would take an hour of flight to get to. (I know cause of Expierience)

In my opinion the more space that Eve has the better it will be. just balance it out with jump gates that bring you relatively long distances so it doesnt take eons to get somewhere. But also make the jumpgates that bring you far only like every 50 jumps or so. This way people still have to huff and puff it somewhere.
Would open up the chance for alot more regional corporations and alliances. WOudlnt affect market much as the empire borders are still easily policed ( smuggling minerals and items inw ill stil be a challenge).
But yeah I am up for the idea of adding more and more space. Not insane amounts but id say 100% more from what we have now. Then it would be perfect.

Its not the amount of space on the map thats the problem... just have a look sometime, there are concentrations of people in 0.0 space, and where are they? round the stations
The limited amount of stations in 0.0 sec spaceand the huge alliances claiming large chuncks of space are the main problems. If CCP added 50-100 new stations, scattered around 0.0, like they did with the player controlled stations in Castor, it would go a long way to relieving the problem.
Of course, what we do about the alliances is another thing entirely ;)

i don't think CCP adding new stations would help.
We need to be able to build our own stations. Once this is done it should be easier to mine in 0.0

Go to outer ring only if you want to be podded, NORAD is doing that now cause they are afraid people will mine out thier belts of minerals.
ORS has alsways had that policy.
And lastly ORS and NORAD are at war and if your up there rat hunting they may hunt you. Just cause they dont know you.

I would suggest a different approach.
Only allow PVP in .1 to .4 space when it is agreed combat. What I mean is this. you would have an option by right clicking on a persons name in local to "Challenge" that would send a popup to the person in local, at that point if the challenge is accepted the person is fair game to engage while in that system without response from the sentrys, concord or police. if that person rejects then normal rules apply. Also, War would of course be excluded.
This would allow those who have no desire for PVP to travel and be left alone in .1 or above and allow those who do want to fight a "safer"and more controlled area of combat.

That sounds great, good idea! Should not be to hard to accomplish, some sort of "mini war"

Heh, where there is alliances, there is pirates. I suggest if u head to syndicate u keep away from Killer CLowns, D.N.A(sum thing i forgot), G-G(galixian gurellias). Also when entering a jump before Solitude, make sure u contact a local alliance, as some mistake u for spys.

The problem is the way EvE space is designed.
If tou look at the map you will notice its all a system of dead ends.
Pick any system in the outer ring and see if you can trace alternate routes there, usually you will find that all the routes have multiple chokepoints with no workarounds.
This meens that its very easy to trap a person in that cluster of stars by simply guarding the chokepoint.
The most obvious example is the passages out into 0.0, they all seem to be designed so that 0.0 is protected, not so that empire space is.
As far as I understand it the pirate corporations out in 0.0 stay there and dont attack empire space as they do not have the resources to do so, this meens the ball must be in empire spaces corner.
If you have the enimy on one side of a chokepoint and want to keep him at bay then you want to controle the chokepoint, in eve it is not so, all choke points are 0.0 and make empire space less defendable in reality.
If we want to see more PvP and more people in 0.0 then the alliances have to break up, there are several ways one can do that but as not even CCP seems interested in this there is really no point in talking about it.
