If you war dec a PLAYER corp and they jump corp so what? They pay for the game, if they choose not to engage in empire war thats up to them, not you. Farmers are not players imo therefore cannot be the basis of war dec mechanic change. There are plenty of ways to kill anyone in game anywhere.
And there you have it, ladies and gentlemen. The very heart of this matter.
If we are to be able to hunt and kill isk selling farmers, it would require normal players sacrificing some of their own defense to get it done.
And that is just not likely. Most players are too selfish and concerned about their own skin to even consider it. They would rather give up aggressive capabilities in order to keep passive protections in place.
This is neither right or wrong since all of this is a matter of opinion. But I will say this...
If this new virtual world is anything, it certainly isn't a brave new world for most.

Quite often the corporation can and will react the same way the villagers would upon hearing of a horde passing through.

Except that the horde can kill, violate women and plunder the village and it's rice fields. While in Eve you can only kill. And only if people stay in the village.
Furthermore what the farmers & some carebears are doing is "I heard the horde will be ariving in 24h, lets pick up the village's houses and rice fields, move it all 200 kilometers and call it Foofinia"
And when the horde arrives they find absolutely nothing left behind. Not even the blind man in the mill to torch alive. Then they may go forward Foofinia, but its another 24h and the villagers have already started moving the rice fields somewhere else.
Ain't it wonderful.
Hee, nice... except now the villagers actually hear the horde is coming so they round up all they want. Then they use scorched earth on the village and move, leaving the horde nothing but a barren wasteland to travel across.
Thing is, there are many who use the system to hinder players as is. Corp hopping allows them to continue to play as they want.
As many keep saying: you may face non-consensual PvP ... but you are not guaranteed to find non-consensual PvP

So, if a corp in game starts to working with stoping your corps game style and profits in game, and you and your corp gets fed up, and deside to dec them.
a few minutes after the dec goes active, they disband and make a new corp, and continue doing what they did. And ofc your corp gets ****ed of it again, and redec them, and they do the same over and over.
are you going to be ok with it since you "win" every time they disband and make a new corp ?
had it been me regardless off my game style, i whod have been ****ed off at a non working game mechanic, since my goal was not for them to disband, it was to stop their activity and/or get them to stop them form buging me and my corp.
