What skills and equipment do I need to improve my lock speed and how many targets I can lock at a time?

Targeting and signature analysis will help with those problems. The multitasking skill will allow you to target even more stuff once you have targeting 5, but remember that on top of the number of targets your skills allow, the ship itself can only lock so much.
There's also an item that increases the amount of targets your ship can target. I can't remember the name as I don't know of any fitting that actually calls for it, but it's some kind of sensor booster module (not the module called "sensor booster" though.)

Don't forget tech II signal amps. +1 target each amp.

I just looked at it yesterday, it increases max numer of locks for your ship only.

All ships have a maximum number of lockable targets. Each ship is different, for instance industrials can only lock 2 targets, but there is that maximum.
You can only lock as many targets as you have skill to lock upto the maximum that your ship allows. For instance, a typhoon allows for the locking of 7 targets. My skills allows me to lock 10 targets but I can only lock 7 due to the limits of the typhoon.
Modules can increase the maximum number of locked targets a ship can have. It does not, NOT, increase the number of targets you can lock. Ergo, I put three tech II signal amplifiers on my typhoon and I can lock all 10 targets my skills allow. If I put on four tech II signal amplifiers the typhoon would be able to lock 11 targets but I can only lock 10.
Now, it may seem a waste to have this many lockable targets, and most times it is, however there are a few situations where this is handy. For instance, salvaging and looting. Also logistics work or fleet work. Mostly, once you get targeting up that high (pre-req for something I'm forgetting at this moment) you might as well train multi-tasking.
Now this is only regarding how many targets a person can lock at one time. I'll leave scan resolution and what not to someone else.

to speed up targetting times, you need to level Signature Analysis up, as this directly affects locking time skillwize.
For modules, Signal Amp/Booster mods with/out targetting speed script/s will do the same. -
