I have been looking hi and low for these things and cannot find anything better than a single Scout 250 for sale.
I'd love 4 Gauss Proto rails but think moneywise I'd go for the Compressed Coil rails instead.
If no one knows of anyone selling then what NPCs do I kill to find some? I'm pretty sure Guristas are the guys I want but more spcifically what level of Guristas are likely (if rarely) to drop these? 40k cruisers? 85k cruisers? Battleships?
Finally...if I do have to go tangle with Guristas any tips on the best way to survive them? Last I tried (just post-Castor so it has been awhile) the missile spamming was insane and it was near impossible to tangle with these guys. Have they gotten any 'easier'? Either way what hardeners and/or tactics are best against them?

I got mine on escrow... but i think your best bet if you don't have the cash would be to kill serpentis smuggler cruiser rats in the gallente sovereignty and you should get some.

Serpentis drop Coils and Carbides, Guristas drop Scouts and Gauss.
The higher-end the cruiser you kill is, the more likely they'll drop a good rail. ------------- My salsa makes all the pretty girls want to dance and take off their underpants. I <3 ( . Y . ) |

Serpentis will drop all four types of named 250s (Carbide, Scout, Compressed, and Prototype) and so will Guristas.
But you need to hunt high end for them. For Guristas, you need to farm the Guristas using the Caracals (40K) and Moas (45K to 85K). Lower Guristas will yield you Dual 150mm and frigate rails.
For the Serpentis, you need to farm the Guardians (Black Thorax that shoots missiles) which ranges from 55K to 85K bounty. Note--they will drop both Neutron Blasters and 250mm Rails. Lower Serpentis will yield you blasters. 45K Serpentis in Thorax will give you Neutron Blasters, whlle 40K Vexor will give you Ion Blasters. The Celestis and Exequeror will drop Electron Blasters.

Not all serpentis drop rails and not all guristas.
To get rails you need to kill a cruiser that "uses" them.
For example most gurista cruisers drop railguns. The 65k mortifier though drops blasters and it sits at around 2km when it attacks you. Ascribers seem to drop dual150mm's now etc etc
On the other hand most serpentis cruisers drop blasters. I think guardian captain and initiate drop rails sometimes.

I am new to this whole thing and would like to get my hands on some said Hybrids. Could someone advise which region I can find Serpentis and Guristas that will drop these. I don't need system specifics just region.
You want it I got it....erm unless I sold it, then some one else has it!?! :/

mon palae, I got a few gauss and proto rails back in the days of sepentis rat farming in fountain, dont know about now. Acutally the gurristas terrorist drop them also. You could always get a fountian hunting pass, the pass system is just re-opened. Its 1m/24hrs and you can inquire on "fountain" channel.

Gurista Terrorists and Ascribers have always dropped dual 150mm rails from the beginning.
Many Guristas and Serpentis never uses rails from the beginning---they actually use blasters, which only explains why they only start getting effective hits when pretty close. The "what they use, what they drop" adage isn't true a lot of the time. For example, the Angel Marauder and Liquidators only use 425s, but drop 650s and 720s howitizers respectively.
Why is this so? The most common NPC attack tactic in this game is to creep or MWD right up close, and let them have it with high damage short range weapons. slithereen, I think youre right. The sepentis droped the hybrid blasters and the gurristas dropped the named rails. Its been so long since I've been NPC farming.

You want Named Rails ? This is my Receipe.
Take one Well seasoned Character with Skills enough to fly a Battleship. In this dish I chose a Raven.
Add to the Raven a selection of Weapons and Mods - For this receipe I wanted Gurista Pie so I picked Mods to help me get the best cooking time.
Start with a Thermal and Kinetic Specific Hardner. (A MultiSpec & EM work well too) Stir in a 100MN AB, Large Shield booster, and targeting Computer.
The weapons and low slots I leave to your own taste, I chef's gota have some secrets :)
Now to find the rest of the ingredients. I made my way to Pure Blind. A lawless place full of angry Gurista ripe for pulverising. After some abortive searching rather too near systems with stations I moved deeper about 7-10 jumps from safe harbour.
With a little patience one will eventually find Gurista Erasers - 85K Moa's. These make excellent picking. With a liberal dose of heavy weapons fire and a couple of spicy missiles to taste, I cooked up 250mm Scout Rails, Dual 150mm PPG, and 250mm Compressed Rails.
I started feeling a little bloated and couldn't hold any more Rails. So I had to make my way home, I'm certain to be back for seconds.

Gib, take an industrial buddy along for the ride, have him eject from his bestower or whatever at a safespot, then you fill the bestower, he logs back on hours later and flies it back. Better no ?

I dont know where they exatcly dropped the named hybrids.
I got mine from Everlasting Vendetta NPC's i have been hunting So Say I. Einheriar Ulrich of the Bloodline of Einheriar.
