I was wondering, which ship in Eve is the fastest...
Any suggestions of ships and fittings?

Claw and Crusader. There's only a few m/s difference between them when both are fitted for speed. Nothing else is as fast (all things being equal) as those two.

That's with an oversized mwd. In other words, doesn't count as it only lasts for a very short time and can't fit much else.

The fastest ship with a 'real' fit, (IE, not a comedy thing like the Battleship Propulsion Vagabond) is a Crusader, IIRC. It's got a little less raw speed than the Claw, the same number of Lows, but it has a lower mass which combined with a pimp MWD gets a few m/s faster.
Polycarb Rigs, 4x Faction Overdrives, or 3x Faction OD, 1 Faction Nano. As good a 1mn MWD as possible. Seatbelts optional but recommended.

I haven't found a fit for the Silver Magnate (the faster of the two) that beats the best Vagabond fit I know of. Let me know if you can improve on either of those.

Max speed without gang bonuses as far as I can tell is as follows (both Claw and Sader use the same fit, and get very similar speeds)
Max Nav skills, Rigs: 2x Polycarb IIs Low: 3x Republic/Domination Overdrive Injectors, 1x T2/Repub/Domi Nanofiber Med: Gistii A-Type
Implants: Full HG Snake Set, Snake Omega, Shaquil's Speed Enhancer, Rogue GY-2, Rogue MY-2, Zor's Custom Navigation Hyperlink.
Speed: 23.8km/s, permanently sustainable.

With a Snake set, Shaquil's, Zor's Hyper, Claymore bonuses, and Strong X-Instinct, yes.

It's not, and even if it was, it wouldn't be possible to reach nearly the same speeds as there is no way to run the mwd more than a cycle cloaked.

You can fit several cloaking devices. If you fit more than one though, you won't be able to activate any of them.
But it can be a good way to transport a bunch of them in a small ship, since they're really bulky (100 m3, I think).
