It's probably that people realize the black ops don't have enough cargo space to hold the fuel to do their job: jump a small gang of recons behind enemy lines and then back.
Plus they're pretty much PvP only and the allure of relatively fragile 750 mill ship that can't be insured very well is limited.

The cost and skill requirement of a black ops is prohibitively high for many pvpers. Unless you have a large wallet it makes more sense to buy a bunch of cheeper ships such as T1 BS, Hacs, Command Ships, or recons which will probably be more effective overall.
While they will be used by some for PVP, as long as the price remains as high as it is, they will be fairly rare.

They'll only really be used at current by people who can find specific uses for them.

Skill requirements aren't that bad really; it's really the price and a range of tactical concerns. Namely that for everything but the jump drive, they are outperformed in near every aspect by their 1/20 cost T1 counterparts. So really, it's a cost-to-usefulness mismatch issue.
