I think we all know "something" is in the works on this.
At first blush, it looks like paint jobs in NPC corp standard color schemes, Alliance Logo's, possibly corp logo's will be allowed... but not fully customizable color schemes, personal insignia's or ship names.
My thoughts:
1: All customizations are specific to a single ship, and are destroyed when the ship is destroyed (the abilitly to save a template might be nice however).
2: The prices should be very reasonable, whether the currency is AURUM, ISK, LP or some mix of the above.
3: Player industry should be involved as much as possible in the creation process, whether that be creating BPC's or "manufacturing" the paint jobs.
4: NPC corps are noted for manufacturing certain ships. Those ships should have the option of coming in the corps standard color scheme.
5: Non-standard NPC corp paint jobs should be available through their own loyalty point stores including pirate corps and FW organizations.
6: As an alternative to the above some basic color/highlight tweaking should be available for AURUM (if still used) or ISK.
7: Alliance logos should be allowed if the alliance allows it at no charge.
8: Corp logos should be allowed if the corp allows it at no charge. (This also applies for members of NPC corps.)
9: Personal logos should not be allowed due to a variety of reasons related to lag, server load, and artistic guideline approval.
10: The name of the ship should always be displayed on the ship, but a better default name system needs to be considered.
When I check troll in the dictionary, it has a photo shopped picture of you standing somewhere in the vicinity of a point.

Here's my prediction how ship paintjobs would be used by different types of players:
- Miners would have logos that state: "Dont' Gank!", "Don't Shoot!", "AFK", "No talk", "Not a bot"
- Gatecampers & AFK Cloakers would paint their ships to match the space background color (hard to see them)
- PvPers would have their kill amount / killratio painted
- Incursion runners would have texts like "TANK", "FC", "LOGI", "ARMOR" etc
- High sec players would have logos like "Carebear", "PVE", "NO PVP"
- Low sec pirates would have graffities and profanities
- Alliance would paint all their ships with single color and put their logo on top to identify friends from foes faster
- Veterans would have text logo "L33t sk1llz!"
- Industrialists/Traders would have text "Accidentally undocked"
- Roleplayers would have smileys, *hugs*, *Looking 4 Grl* etc or praises to Kuvakei in their paintjobs
- Forum trolls would have the trollface painted on their ship
...and so on..

Apparently huge amounts of both in game money and real money are spent on the various types of camo available in WOT as well. Nobody seems to mind either. When I check troll in the dictionary, it has a photo shopped picture of you standing somewhere in the vicinity of a point.

The main issue is see is how to tell the client what the ships actually look like, presently this is all stored client side (dds and red files etc) but with custom paint jobs, I doubt this would be possible, and would therefore result in an increase in server traffic,as the game would have automatically create new dds and red files with each new texture that players make (if this is even possible) and broadcast them to everyone on grid.
Personally I think, if implemented at all, it would be limited to alliance/corp submissions at first, with an isk cost per submission and per ship painted, and with CCP introducing new faction skins for ships as and when the art team has time to make them, available through LP stores perhaps. this would only be a relatively small amount of new files and could simply be stored clieant side.

I haven't read much of this thread but devs please simply make the shaders allow for simple RGBA values to be passed along to cover the textures instead of whole new textures for each customization like the ishukone scorpion seems to imply.
The various styles like "digital camo" or "blood splat" can just be map textures

Right now with the removal of most NPC sell orders there are just not enough ISK sinks left in Eve.
Yeah because having 20 $ virtual shirts works so much better in prodding the users to *use* feature. The sum for whatever customation has to be % tied to ship price, couple guys might pay 50 mils to get their t1 frig "pimped out" but the feature will not achieve large enough isk sink status unless people buy into it from start.
5% of ships insurance plant insurance payout sounds reasonable, that way to the person thinking "should I or should I not" the cost is neglible compared to insurance. If/When ship outlook customization comes out, it has to be system that says "you should totally paint your shuttle AND your pod!"
It's must be quite sad really, to know how many manhours went into making new character creator, WiS and to get it shot down and then being berated for not spending all those manhours to develop paintshop for ships instead. Then again nice for it to go this way, otherwise we would have 50$ space monocles for our ships... |

I believe this is what the .red files are for, and each one is in the range of 20-40 kb (full texture mabs are about 10x as big) so while this is much easier on the server, for say 100 people on grid that is 100 people recieving custom .red files (of say 30kb) from the other 99, infromation which first has to be uploaded to the server, then downloaded by the relevent clients, thats 3 Mbs total of extra data uploaded and 297 Mbs total of extra data downloaded (~3 Mbs per client).
Even if customizations only render if looked at, or at close range, the data still has to be ready for the client to use, which wouldn't really solve the problem, except maybe buy some more time to collect the data.

You also have to consider that lag is inevitable in the sense that fleet warfare has grown larger and larger as lag is improved over time. Back then, you were lucky to see a fleet of several hundred ships. Nowadays, fleet warfare has expanded to at least a thousand per side. And when you take into account missiles, drones, bombs, wrecks, warp disruption bubbles, jet cans, etc. the lag will always be needing improvement no matter what.
Even if CCP were to devote all resources from DUST, WiS, etc., it will not be enough to fix lag because less lag means more people in fleet, which causes more lag. Funny, isn't it? |

Ship customization is cool under certain conditions.
It doesn't **** up the server load, that is the most important.
When the ship blows up, so does the customization, this is right up there in importance with the above statement.
using isk would be better than using aurum for this, but if it's aurum only I'd get over it. Plex = good idea for injection of cash to ccp, cash shop = bad idea, but that's a whole different subject.
Adding some items or whatever to the market that are required to customize ships that are built by the players would be a bonus.
Corp/alliance/pilot logos would be sweet. Make them pay an initial and monthly recurring(sp?)payment for the right to "own" that logo. Along with that, allow way more customization in the logos then we currently have. Yes someone will make a ***** logo, when that happens just remove it. You let us name ourselves whatever we want then police it after the fact, do the same with logos. Same idea with bad logos, just give them a generic one like you do when penisfuckass is used as a name.
Partial list of my thoughts.

gawd those colors are horrible which neither looks "militaristic" nor "threatening". as I do think that some customizable skins would be cool, i do also believe that some people do not know the phrase "in moderation"
I think neon colored ships with bright conflicting eye sore combinations are going to be rampant. not sure if i think this is a good thing for eve or not. maybe if the colors were limited dull and drab. eve is not a pretty place, lets not try to make it something its not lol PLEASE! |

CCP have previously said that they'd *never* let people have lots of freedom when customising ships (if they ever add it) because it would 1) Allow designs totally at odds with their art direction and the theme of eve and 2) Reduce TTP to a silly low level.
In short, any customisation they do will be limited in scope, possibly icons, selecting from a selection of pre-made skins only, or ancillary options like engine trail colours/colour of ship lights/colour of stripes etc... |

I really like the idea of customizable ship appearances, but getting it implemented is going to be a headache for most parties involved. For starters, there will be the same forum wars over ship customization that we've seen over NEX items. Specifically whether or not said items should be permanently destroyed, or if they are similar to your overall appearance, and should they show up on killmails, etc.
No matter how it is implemented, there will be a group who bitches about it being an aweful thing, followed by another group telling the first group to HTFU, while a third group tells the second group to go play WoW, a fourth group who gushes with enthusiasm over it, and a fifth group that just trolls the threads to death regardless of content.
